WWF Seeks Consultant to Map Indigenous and Community Networks Across Africa Ahead of Global Climate and Biodiversity Summits – Apply by 13 July 2026
The World Wide Fund for Nature (WWF) Tanzania, through its Africa Policy & Partnerships Unit, is inviting proposals from experienced consultants to undertake a strategic stakeholder mapping and analysis of Indigenous Peoples and Local Communities (IPLCs) and civil society organizations (CSOs) working on climate change and biodiversity across Africa.
The 30-day remote consultancy aims to strengthen WWF’s engagement with IPLCs ahead of major international environmental negotiations, including COP31, COP32, and the Convention on Biological Diversity (CBD) COP17. Applications are open until 13 July 2026.
Supporting Locally Led Conservation Across Africa
The consultancy supports WWF’s Roadmap 2030 (RM2030) objective of Amplifying Locally Led Conservation, which seeks to ensure Indigenous Peoples and Local Communities play a leading role in shaping decisions on climate action, biodiversity conservation, and sustainable development.
WWF intends to build stronger partnerships with IPLCs by identifying influential organizations, networks, and coalitions across Africa while improving collaboration in regional and global environmental policy processes.
The assignment will provide a strategic overview of key IPLC networks and CSOs working on biodiversity and climate issues to strengthen advocacy efforts and enhance engagement with policy platforms such as the Africa Group of Negotiators.
Consultancy Objectives
The selected consultant will be expected to:
- Develop a comprehensive inventory of IPLC networks and CSOs across Africa
- Categorize organizations by geography, thematic focus, and level of influence
- Assess organizational mandates, governance structures, technical capacity, and policy engagement
- Identify collaboration opportunities, overlaps, and gaps within existing networks
- Produce recommendations to strengthen partnerships and coordinated advocacy
The findings will support WWF’s regional conservation strategy and inform future engagement with community-led initiatives.
Geographic Scope
The consultancy focuses on WWF’s areas of operation across:
Congo Basin (Central Africa)
- Cameroon
- Republic of Congo
- Democratic Republic of Congo
- Central African Republic
East and Southern Africa
- Kenya
- Uganda
- Tanzania
- Zimbabwe
- Zambia
- Madagascar
- Mozambique
- South Africa
- Namibia
If suitable expertise covering both regions is unavailable, WWF may divide the assignment into two separate consultancy contracts.
Scope of Work
The consultant will undertake several key activities throughout the assignment, including:
- Comprehensive desktop research
- Virtual stakeholder interviews
- Stakeholder identification and categorization
- Network and relationship analysis
- Validation of findings through consultation processes
The assignment aims to produce evidence-based insights into formal and informal alliances among organizations involved in climate and biodiversity policy across Africa.
Expected Deliverables
During the four-week consultancy, the consultant will produce:
Week 1
- Inception report outlining methodology, timeline, and work plan
Week 2
- Comprehensive database of IPLC networks and CSOs categorized by:
- Geographic coverage
- Thematic focus
- Level of influence
- Organizational type
Week 3
- Analytical report and organizational fact sheets covering:
- Institutional mandates
- Strategic priorities
- Governance structures
- Technical and financial capacities
- Policy advocacy and programme experience
Week 4
- Mapping of formal and informal alliances, coalitions, and stakeholder relationships across Africa
- Final synthesis report integrating all consultancy findings
The completed consultancy report is expected by 2 August 2026.
Required Qualifications
WWF is seeking consultants with substantial expertise in climate, biodiversity, and Indigenous Peoples’ engagement across Africa.
Applicants should possess:
- Master’s degree or PhD in environmental studies, natural resource management, climate change, biodiversity, conservation science, social sciences, Indigenous studies, human rights, international development, or related disciplines
Alternatively, candidates with a bachelor’s degree and significant professional experience may also be considered.
Experience Requirements
Candidates should demonstrate:
- At least 5–10 years of professional experience in climate change, biodiversity, or IPLC engagement
- Experience working with Indigenous Peoples and Local Community organizations across Africa
- Expertise in stakeholder mapping and participatory research
- Strong understanding of Indigenous rights frameworks
- Excellent analytical, facilitation, and communication skills
- Fluency in English, with working knowledge of French considered highly desirable (or vice versa)
Experience representing IPLCs within regional or global climate and biodiversity negotiations will be an added advantage.
