- Identification of relevant U.S. host institutions and resources
- A recommendation letter from the Ph.D. supervisor outlining:

- Government of India and state government employees, including civil servants and bureaucrats, are not eligible
- Researchers from approved national laboratories and institutions (such as CSIR, IITs, IISc, ISRO, DRDO, ICAR, ICMR, DBT, and similar organisations) are eligible
- Candidates who already hold a Ph.D. or are in the final submission stage are not eligible
