UNICEF has announced a new consultancy opportunity for experienced education and development professionals under its Education Section in New Delhi, India.

The position, titled Consultant for Global Learning Exchange, Programme Planning & Teacher Professional Development, is a 12-month remote consultancy focused on strengthening education systems, teacher development, and international knowledge-sharing initiatives.

The consultancy aligns with India’s ambitious education reform agenda under the National Education Policy (NEP) 2020 and the country’s broader vision of building an inclusive, knowledge-driven society through improved learning outcomes and equitable access to education.

About the UNICEF Consultancy Opportunity

The consultancy will support UNICEF India’s collaboration with the Government of India in improving education outcomes across 16 states, particularly for marginalized and disadvantaged communities.

The selected consultant will contribute to strategic planning, programme development, teacher professional development systems, and South–South cooperation initiatives designed to accelerate learning and strengthen education reform efforts.

Key Responsibilities

The consultant will work closely with UNICEF’s Education Section and government stakeholders on several high-level education initiatives.

1. South–South Learning Consultation

The consultant will support the organization of global learning consultations focused on foundational literacy and numeracy (FLN). Responsibilities include:

  • Preparing concept notes and agendas
  • Developing background papers and presentations
  • Facilitating international knowledge exchange
  • Documenting lessons from India’s education reforms

2. Teacher Professional Development Reform

A major component of the assignment involves strengthening India’s continuous professional development (CPD) model for teachers.

Key activities include:

  • Conducting landscape analysis of teacher development systems
  • Mapping national and state-level CPD policies
  • Identifying institutional gaps and delivery challenges
  • Supporting consultative workshops with national and state stakeholders
  • Assisting in the development of implementation roadmaps for SCERTs and DIETs

3. Country Programme Development Support

The consultant will contribute analytical and strategic inputs for UNICEF India’s Country Programme Document for 2028–2032.

Tasks include:

  • Preparing evidence-based background materials
  • Supporting programme design and results frameworks
  • Contributing to monitoring and evaluation (M&E) planning
  • Aligning education priorities with government strategies and funding opportunities

4. International Conference on School Education

The role also includes supporting a global conference on school education by:

  • Developing concept notes and session plans
  • Coordinating education reform showcases
  • Documenting best practices in learning innovation
  • Supporting collaboration with India’s Ministry of Education and technical institutions

Eligibility Requirements

UNICEF is seeking highly experienced education professionals with expertise in policy, programme design, and system strengthening.

Educational Qualifications

Applicants must possess an advanced university degree in:

  • Education
  • International Development
  • Public Policy
  • Social Sciences
  • Management
  • Or related disciplines

Professional Experience

Candidates should have:

  • At least 8 years of experience in education programme development
  • Strong understanding of foundational learning and secondary education
  • Familiarity with India’s education policy landscape
  • Experience working across multiple education thematic areas

Technical Skills

Preferred applicants should demonstrate expertise in:

  • Large-scale programme planning and strategy development
  • Education systems diagnostics and policy analysis
  • Knowledge exchange and conference facilitation
  • Research, reporting, and analytical writing
  • Monitoring and evaluation frameworks

Strong English communication and report-writing skills are essential.
