The organisation NetHope is seeking an experienced Training Facilitator Consultant to support the delivery of a Community Early Warning Systems (CEWS) training programme in Uganda. This short-term consultancy focuses on strengthening local capacity for disaster preparedness, resilience, and early warning dissemination through participatory, in-person training.

Project Background
This consultancy supports a joint initiative in Uganda aimed at strengthening Community Early Warning Systems (CEWS). The programme focuses on improving preparedness, awareness, and response capacity at the community level in the face of natural hazards.
The training includes two integrated courses:
- Community Early Warning Systems (CEWS)
- Disaster risk reduction concepts
- Hazard identification and monitoring
- Early warning system components
- Communication strategies and anticipatory action
- Resilient Connectivity and Early Warning Dissemination
- Digital infrastructure fundamentals
- Connectivity for disaster preparedness
- Digital warning dissemination strategies
- Community-level information sharing systems
Project Objectives
The training aims to strengthen three core capacity areas among community leaders:
- Understanding disaster risk and early warning systems
- Ability to define hazards, vulnerabilities, and risks
- Understanding CEWS components and their community relevance
- Developing practical hazard monitoring and communication skills
- Use of data sources to monitor risks
- Application of warning thresholds
- Designing effective and actionable communication strategies
- Strengthening connectivity awareness for early warning dissemination
- Understanding connectivity infrastructure
- Using digital channels for rapid information sharing
- Supporting community-wide dissemination of alerts
Role Overview
The Training Facilitator will lead a 3-day in-person workshop in Uganda (23–25 June 2026) for approximately 20–30 community leaders. The facilitator will be responsible for delivering a participatory and engaging learning experience grounded in adult learning methodologies.
The role requires close collaboration with NetHope’s Climate Intersections Team and Learning and Development Consultant to ensure quality delivery and contextual relevance.23
Key Responsibilities
Pre-Training Preparation
- Review all training materials, manuals, and learning resources
- Provide feedback on curriculum design and facilitation approach
- Participate in pre-training coordination sessions with NetHope
Training Delivery
- Facilitate a 3-day in-person training workshop in Uganda
- Apply participatory and adult learning methodologies
- Deliver structured lessons aligned with learning objectives
- Conduct pre- and post-training assessments
- Facilitate discussions, simulations, and group exercises
- Adapt facilitation to diverse learning needs and cultural contexts
- Maintain an inclusive and safe learning environment
Post-Training Reporting
- Submit a detailed training report within 5 working days
- Provide insights on participant engagement and learning outcomes
- Recommend improvements for future training cycles
- Complete monitoring and evaluation documentation
Project Timeline
- Project Start: 1 June 2026
- Project End: 30 June 2026
- Training Dates: 23–25 June 2026

Consultant Profile
The ideal consultant will have strong facilitation experience and the ability to translate technical disaster risk concepts into accessible community learning.
Required Qualifications
- Proven experience in training facilitation or adult education
- Strong understanding of disaster risk reduction or humanitarian programming
- Ability to deliver participatory, learner-centred training sessions
- Excellent communication and interpersonal skills
- Experience working with diverse community groups
Preferred Experience
- Work in humanitarian or development contexts
- Experience with early warning systems or climate resilience
- Familiarity with digital inclusion or connectivity programmes
- Experience delivering training in African or rural community settings
Working Conditions
- Short-term consultancy with part-time workload
- Includes preparation, delivery, and reporting phases
- Travel within Uganda is required (costs covered as per agreement)
- Strict confidentiality is required for all project materials
- Consultant must pass compliance screening prior to contract finalisation
