The Center for Global Development is Seeking a Policy Analyst (GEAPS) – Apply By 10 May 2026

The Center for Global Development is seeking a Policy Analyst to support the Global Evidence Advisory Panel on Skills (GEAPS), a flagship initiative focused on workforce development in low- and middle-income countries (LMICs). This is a full-time, mid-level position based in Washington, DC or London, offered on a two-year fixed-term contract with potential extension depending on funding.

The role sits within a collaborative international research environment and contributes directly to shaping global policy on skills, labor markets, and inclusive development.

About GEAPS

The Global Evidence Advisory Panel on Skills (GEAPS) is a joint initiative co-led by the Center for Global Development and the World Bank. The program aims to produce a comprehensive systematic review of evidence on workforce skills development across LMICs.

Key outputs include:

  • A flagship global report
  • Policy briefs and knowledge products
  • Research summaries and dissemination materials

The GEAPS Secretariat oversees research coordination, expert engagement, and operational delivery of all outputs.

Role Purpose

The Policy Analyst will provide analytical, operational, and administrative support across all aspects of GEAPS. Working under senior leadership, the role ensures timely, high-quality delivery of research outputs while coordinating with global stakeholders, expert panels, and internal teams.

Key Responsibilities

Research and Evidence Synthesis

  • Support systematic review processes including literature searches, screening, and data extraction
  • Conduct cost-effectiveness and heterogeneity analysis
  • Compile grey literature and maintain an organized research database
  • Draft summaries, background papers, and inputs for expert review
  • Contribute to flagship reports, policy briefs, and blogs
  • Identify evidence gaps and highlight scalable interventions

Coordination and Administration

  • Organize meetings for Secretariat, Expert Panel, and Steering Committee
  • Prepare agendas, materials, and meeting minutes
  • Support onboarding and engagement tracking of panel members
  • Coordinate logistics, including travel and events

Dissemination and Partnerships

  • Manage blog series scheduling and coordination
  • Support workshops, consultations, and dissemination events
  • Liaise with regional and in-country partners in LMICs
  • Maintain web and social media content for GEAPS
  • Assist with funder reporting and communications

Candidate Profile

The ideal candidate combines strong analytical capabilities with excellent organizational and communication skills. They should be comfortable working across multiple workstreams in a fast-paced, international environment.

Required Qualifications

  • Master’s degree in economics, public policy, international development, or related field
  • Minimum of 4 years of relevant professional experience
  • Strong background in research, literature reviews, or evidence synthesis
  • Experience in quantitative analysis using tools such as Stata, R, or Julia
  • Excellent written communication skills for policy audiences
  • Ability to manage multiple deadlines and tasks simultaneously

Preferred Skills

  • Experience in workforce development, labor markets, or skills policy in LMICs
  • Familiarity with systematic review tools (e.g., Rayyan)
  • Proficiency in Python for automation or machine learning applications
  • Experience supporting multi-stakeholder initiatives or committees
  • Background in communications, events, or stakeholder engagement

Compensation and Benefits

United States

  • Salary range: $65,600 – $72,000 annually
  • Comprehensive benefits package including health coverage, retirement contributions, and paid leave
  • Hybrid work model with at least three in-office days per week

United Kingdom

  • Salary range: £46,725 – £51,187 annually
  • Competitive benefits package
  • Hybrid work requirement with office presence in London

Eligibility and Work Authorization

  • Candidates must already have the legal right to work in the United States or the United Kingdom
  • Visa sponsorship is not available for this role
  • Applicants in the US must be based in DC, Maryland, or Virginia
