This position plays a central role in strengthening how the WTO captures, organizes, preserves, and delivers information to its Members, Secretariat staff, and the general public.

Role Overview and Purpose

The Information Management Specialist is responsible for enhancing the WTO’s digital information ecosystem. The role focuses on improving how official documents are stored, indexed, retrieved, and disseminated through advanced documentation systems and platforms.

The position supports key WTO systems such as:

  • Documents Online (DOL), the primary electronic documentation repository
  • WTO Discovery, a smart search and content platform powered by semantic and AI-enabled tools

The overall objective is to ensure that WTO information is:

  • Easily accessible
  • Accurately indexed and classified
  • Consistently structured using global metadata standards
  • Efficiently retrievable for Members, staff, and the public

Core Responsibilities

The specialist undertakes a wide range of technical and analytical duties related to information management systems and digital documentation processes.

Key responsibilities include:

Information Organisation and Classification

  • Classifying, cataloguing, indexing, and describing diverse information resources
  • Applying internationally recognised metadata and documentation standards
  • Ensuring accurate structuring of WTO documentation across digital systems

System Development and Enhancement

  • Supporting the development and improvement of WTO information management systems
  • Contributing to business case development for new digital solutions
  • Drafting functional and technical requirement specifications
  • Coordinating with external vendors on system design and implementation
  • Supporting user acceptance testing and quality assurance processes

Digital Documentation and Preservation

  • Contributing to long-term digital preservation strategies using structured formats such as XML
  • Reviewing and validating XML-converted documents for completeness and accuracy
  • Ensuring metadata quality and consistency across digital archives

User Support and Information Services

  • Responding to enquiries from WTO Members, Secretariat staff, and the public
  • Retrieving and providing access to official documents and reference materials
  • Supporting transparency and knowledge dissemination across stakeholders

Training and Capacity Building

  • Planning and delivering training sessions on WTO information systems
  • Supporting users in effectively navigating digital documentation platforms
  • Collaborating with internal teams to develop guidance materials and resources

Policy and Standards Development

  • Contributing to the development of information management strategies and policies
  • Applying international standards in taxonomy, classification, and semantic systems
  • Supporting harmonisation of information across WTO platforms

Registry and Administrative Support

  • Assisting with processing notifications and official correspondence
  • Supporting reporting functions within the Central Registry of Notifications
  • Performing additional tasks as required by the division

Required Qualifications

The position requires a strong academic background combined with technical expertise in information systems and digital documentation management.

Education

  • Advanced university degree in:
    • Information Management
    • Computer Science
    • Information Systems
    • Economics
    • Public Administration or Business Administration
    • Or a closely related field

Equivalent qualifications may be accepted if supported by relevant professional experience.

Professional Experience

  • Minimum of two years of relevant professional experience in:
    • Information cataloguing
    • Documentation management
    • Data classification and analysis
    • Use of internationally recognised information standards

Technical Skills

Candidates are expected to demonstrate:

  • Strong knowledge of information organisation and retrieval systems
  • Experience with metadata standards and classification frameworks
  • Understanding of data modelling, indexing, and semantic structures
  • Familiarity with structured documentation formats such as:
    • XML
    • DITA
  • Ability to develop documentation workflows and system processes
  • Knowledge of digital information lifecycle management

Additional advantages include:

  • Experience with data mining techniques
  • Knowledge of the Harmonized System and product classification frameworks
