The organisation is seeking a qualified and experienced Project Finance Officer to join its Kenya Country Office in Nairobi. The position is offered on a 12-month fixed-term contract, operating on a full-time basis (35 hours per week), with local terms and conditions applicable.

Role Overview and Purpose

The Project Finance Officer is responsible for the day-to-day financial oversight of assigned projects. The role supports programme implementation by ensuring that financial systems, budgets, reporting, and procurement processes are efficiently managed and aligned with donor expectations.

Working closely with Programme Managers and partners, the role ensures financial accountability, transparency, and informed decision-making across all project activities.

The role covers several functional areas, including financial management, donor compliance, programme support, and procurement.

Donor Budget Management and Reporting

The Project Finance Officer plays a critical role in ensuring donor compliance and financial transparency by:

  • Disseminating donor rules and financial guidelines to project teams and partners
  • Supporting the preparation and regular updating of project spending plans
  • Reviewing payment schedules and aligning them with project cash flow needs
  • Preparing accurate and timely financial reports in line with donor requirements
  • Monitoring exchange rate applications and ensuring compliance with donor policies

Financial Management

The position requires strong oversight of financial systems and reporting processes, including:

  • Reviewing monthly financial transactions to ensure accuracy and proper coding
  • Ensuring timely and accurate processing of payments through financial platforms
  • Monitoring bank balances and maintaining updated cash books
  • Preparing Budget Versus Actual (BvA) reports with clear analysis and commentary
  • Producing quarterly financial reports with high accuracy and timeliness
  • Consolidating invoices and expense projections, identifying variances, and recommending adjustments

Programme Financial Support

The role contributes directly to programme performance by providing financial insights and analysis:

  • Preparing financial reports for programme teams to support decision-making
  • Ensuring accurate coding of restricted project expenditures
  • Reviewing partner financial reports and verifying eligible costs
  • Identifying ineligible or disallowed expenses and escalating concerns
  • Supporting partner organisations to strengthen internal controls and financial systems
  • Monitoring performance against key financial and programme indicators

Procurement and Asset Management

The Project Finance Officer supports procurement processes to ensure value for money and compliance:

  • Sourcing quotations and analysing vendor proposals
  • Supporting procurement processes through systems such as PSC and Proactis
  • Ensuring procurement aligns with project budgets and value-for-money principles
  • Maintaining and updating project asset registers in collaboration with administrative teams

Required Qualifications and Experience

The role requires a combination of academic qualifications, technical expertise, and practical experience.

Education

  • Bachelor’s degree in Finance, Accounting, or a related field
  • Professional accounting qualification (required)

Professional Experience

  • Experience in project financial management, preferably within an INGO environment
  • Proven experience managing project budgets and financial reporting
  • Experience preparing Budget Versus Actual and quarterly donor reports
  • Familiarity with procurement processes and financial compliance

Technical Skills

Candidates should demonstrate:

  • Strong financial analysis and reporting skills
  • Experience using financial systems such as SUN, PSC, and Proactis
  • Ability to manage financial data and generate insights for programme teams
  • Knowledge of donor compliance and reporting standards
  • Strong organisational and attention-to-detail capabilities

Desirable Experience

  • Experience working with audit processes or government financial systems
  • Exposure to international development or donor-funded projects
