Background & Purpose

The Caribbean region faces high vulnerability to hurricanes, floods, droughts, and climate shocks. WFP’s Caribbean Multi-Country Office (Barbados) supports 22 countries and territories, strengthening national capacities in:

  • Vulnerability analysis and mapping
  • Supply chain management
  • Shock-responsive social protection
  • Food systems development
  • Climate risk financing

During emergencies, WFP supports governments by delivering food, cash-based assistance, logistics, and coordination support.

This consultancy roster aims to engage experts capable of supporting Anticipatory Action (AA) and Emergency Preparedness and Response (EPR) initiatives across the Caribbean. Selected candidates may be deployed for short-term assignments depending on operational needs.

Key Responsibilities

CST I – Early- to Mid-Level Specialists

Anticipatory Action (AA)

  • Support the design and implementation of Forecast-Based Financing (FBF)/AA protocols.
  • Contribute to developing early warning triggers, thresholds, and risk models.
  • Assess forecasting capacities and lead-time requirements for readiness actions.
  • Support integration of AA into national disaster management plans.
  • Develop and enhance AA Standard Operating Procedures (SOPs).

Emergency Preparedness & Response

  • Assist in emergency preparedness assessments and contingency planning.
  • Support logistics and supply chain readiness activities.
  • Co-facilitate simulation exercises with partners.
  • Support technical guidance on emergency frameworks and SOPs.
  • Participate in emergency deployments to provide life-saving assistance and coordination.
  • Assist in managing complex programmes and project components.
  • Support the use of technology to strengthen operational efficiency.

Cross-Cutting

  • Contribute to knowledge products, briefs, and training materials.
  • Support monitoring and evaluation of AA and EPR initiatives.
  • Coordinate with regional institutions and donors.
  • Support capacity strengthening for staff, partners, and governments.
  • Provide guidance to junior support staff.

CST II – Senior Specialists

Anticipatory Action (AA)

  • Lead or co-lead FBF/AA design and implementation.
  • Advance development of triggers, risk models, and forecasting capacities.
  • Integrate AA into national and regional disaster management frameworks.
  • Lead SOP development.

Emergency Preparedness & Response

  • Conduct preparedness assessments and contingency planning.
  • Strengthen logistics and supply chain readiness.
  • Support simulation exercises and coordination mechanisms.
  • Provide technical direction on emergency response systems.
  • Deploy to emergencies to deliver operational coordination and support.
  • Manage complex programmes and defined project components.
  • Drive use of digital and technological tools across emergency operations.

Cross-Cutting

  • Lead development of knowledge products and policy briefs.
  • Monitor and evaluate AA and EPR activities for improvement.
  • Engage with regional institutions and donors to mobilize resources.
  • Support capacity strengthening initiatives.
  • Provide analytical support and oversight to teams.

Required Qualifications & Experience

Education

  • Advanced university degree in: Disaster Risk Management, Environmental Sciences, Food Security, Climate Change, Development Studies, Social Sciences, or related fields.
  • A first degree with additional years of professional experience may be accepted.

Experience

  • CST I: 3–5 years in DRR, EPR, or Anticipatory Action.
  • CST II: 5–10 years in DRR, EPR, or Anticipatory Action.
  • Proven experience designing AA/FBF systems or emergency plans.
  • Strong analytical abilities in forecasting, hazard modelling, and vulnerability mapping.
  • Experience engaging governments, NGOs, donors, and technical partners.
  • Familiarity with the Caribbean disaster risk landscape is highly desirable.

Skills

  • Strong understanding of DRR, EPR, social protection, and AA frameworks.
  • Knowledge of emergency operations, supply chain readiness, and contingency planning.
  • Ability to lead and coordinate multi-stakeholder projects.
  • Strong skills in drafting SOPs, policies, and training materials.
  • Excellent communication, reporting, and stakeholder engagement abilities.

Languages

  • Required: English
  • Desirable: Spanish and/or Dutch

Terms & Conditions

  • Expression of interest for short-term consultancies across the Caribbean.
  • Successful candidates will be placed on a roster for up to 24 months.
  • Compensation is based on the consultant’s level, qualifications, and experience.
  • Rigorous reference checks and background verification are required.
