The United Nations Development Programme (UNDP) is seeking qualified professionals for two short-term, home-based consultancy roles at the IPSA-11 level.

These positions are focused on advancing knowledge, capacity building, and technical support in the areas of facilitation and learning, agricultural finance, and climate and disaster resilience.

1. Facilitation and Learning Specialist

Contract Type: International Personnel Services Agreement (IPSA-11)
Duty Station: Home-based
Duration: Short-term (October 2024 – October 2025)

UNDP is looking to engage a Facilitation and Learning Specialist who will support the organization’s ongoing learning and knowledge-sharing initiatives. The consultant will work closely with UNDP teams and partner institutions to design, implement, and evaluate learning processes that strengthen institutional and community capacities across development sectors.

Key Responsibilities:

  • Design and facilitate virtual and hybrid learning sessions, workshops, and knowledge exchanges for diverse stakeholders.
  • Apply adult learning principles and participatory methodologies to ensure inclusive and impactful capacity development.
  • Develop customized learning materials and toolkits tailored to thematic areas such as climate action, governance, or resilience building.
  • Monitor and evaluate learning outcomes and recommend improvements for future initiatives.
  • Collaborate with subject matter experts to translate technical content into accessible formats for wider audiences.
  • Support knowledge management efforts, including documentation of lessons learned and good practices.

Ideal Candidate Profile:

  • Advanced university degree in education, development studies, communications, or a related field.
  • At least 7 years of experience in facilitating learning and knowledge sharing in international development contexts.
  • Proven ability to design interactive learning experiences using digital tools and platforms.
  • Strong communication, intercultural facilitation, and stakeholder engagement skills.
  • Familiarity with UNDP’s programming approach is an asset.

2. Agricultural Finance Specialist

UNDP is also recruiting an Agricultural Finance Specialist to provide expert advice and technical assistance on improving access to finance for smallholder farmers, agribusinesses, and rural communities. The specialist will support the design and implementation of inclusive financial solutions that enhance agricultural productivity, market access, and climate resilience.

Key Responsibilities:

  • Conduct diagnostic assessments of agricultural finance ecosystems in target countries or regions.
  • Identify barriers and opportunities for improving rural and agricultural financial inclusion.
  • Develop strategies and action plans to strengthen access to credit, insurance, and blended finance mechanisms for agricultural actors.
  • Provide technical guidance to governments, financial institutions, and development partners on innovative financing instruments.
  • Support the design of pilot initiatives that integrate climate-smart agriculture, digital financial services, and gender-inclusive approaches.
  • Contribute to capacity-building initiatives for stakeholders in the agricultural finance value chain.

Ideal Candidate Profile:

  • Advanced degree in agricultural economics, finance, rural development, or a related field.
  • Minimum of 7 years of experience in agricultural finance, rural banking, or development finance.
  • Knowledge of inclusive finance models, public-private partnerships, and risk mitigation tools in the agriculture sector.
  • Experience working with multilateral institutions, government counterparts, and financial service providers.
  • Demonstrated understanding of climate-related risks and resilience in agricultural systems.

This consultancy is ideal for an experienced finance professional seeking to make a meaningful contribution to inclusive rural development, while working in a remote and flexible setting.

Thematic Focus: Climate and Disaster Resilience

Both positions contribute to UNDP’s broader strategic objective of enhancing climate and disaster resilience across its development portfolio.
