UN Women is Hiring a Communications Consultant – Sustainable Finance Programme (Remote): Application Deadline: 21 October 2025, 06:00 PM (UTC)

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is seeking a qualified Communications Consultant to support its Sustainable Finance Programme.
This consultancy is home-based and will be implemented over a fixed-term period from 1 November 2025 to 29 May 2026, with a full-time commitment. The consultant will play a key role in strengthening the visibility, strategic communications, and knowledge dissemination efforts of UN Women’s work in sustainable finance for gender equality.
Background
UN Women operates under the core mandate of promoting gender equality and the empowerment of women worldwide. Grounded in the principles of the United Nations Charter, the organization works toward eliminating discrimination against women and girls and achieving equal rights and opportunities for all. In alignment with the 2030 Agenda for Sustainable Development and specifically Sustainable Development Goal 5 (SDG 5), UN Women has prioritized initiatives that enhance gender-responsive financing for development.
As part of its strategic response to the 2015 Addis Ababa Action Agenda on Financing for Development (FfD), UN Women is implementing a Sustainable Finance Programme that aims to embed a gender lens into financing systems and instruments at global, regional, and national levels.
This initiative focuses on increasing the quantity and quality of financing that supports gender equality and women’s economic empowerment. Through technical assistance, policy guidance, and capacity-building, the Programme fosters innovative financial mechanisms and frameworks that promote transparency, accountability, and inclusive outcomes.
To elevate the Programme’s visibility and advocacy impact, UN Women is recruiting a Communications Consultant who will develop and implement a strategic communications package. This package will enhance outreach to key stakeholders, donors, investors, and partners and support internal capacity-building within the Sustainable Finance team.
Objectives of the Consultancy
The consultancy has two primary objectives:
- To develop a comprehensive strategic communications package that effectively demonstrates UN Women’s leadership and results in the area of sustainable finance for gender equality. This will include the design and production of digital and print materials, storytelling assets, campaign content, and visibility tools tailored for diverse stakeholder groups.
- To enhance internal communications capacity by equipping the Sustainable Finance Programme team with practical guidance, strategic frameworks, and content development tools that support long-term outreach and advocacy efforts.
Scope of Work
The consultancy will be delivered in three distinct phases:
Phase I: Communication and Visibility Planning
The consultant will begin by conducting a thorough review of the Sustainable Finance Programme’s achievements and donor commitments. This includes mapping communication opportunities, identifying gaps, and aligning strategic messages with donor priorities. The consultant will also assess how gender-responsive financing efforts are currently communicated and will recommend approaches to enhance visibility and influence. Based on these assessments, the consultant will develop a detailed workplan and inception report, including methodologies, timelines, and a roadmap for content development.
Phase II: Content Development
In this phase, the consultant will create the structure and content for a range of communication products. Deliverables may include but are not limited to: brochures, knowledge briefs, infographics, social media posts, video scripts, and content for the UN Women Knowledge Portal.
The consultant will provide strategic communications support for events such as roundtables, conferences, and workshops, and will integrate key insights from Phase I of the Programme into storytelling and messaging. Materials must be adapted for various audiences, including policymakers, international financial institutions, civil society organizations, and private sector partners.
Phase III: Finalization and Dissemination
The final stage will focus on polishing and disseminating all communication products. This includes a comprehensive Programme Results Demonstration Report, a Programme Achievements Brochure, a 2–3 minute impact video, and five knowledge briefs or articles for online publication. The consultant will also produce an internal guidance note for the Programme team to ensure continued and effective use of the materials. All outputs must meet UN Women branding standards and donor reporting requirements.
Deliverables and Timeline
- Phase I Deliverables: Inception report and detailed communications workplan, due by 31 January 2026 (30% of payment)
- Phase II Deliverables: Draft communication materials as outlined in the workplan, due by 30 April 2026 (40% of payment)
- Phase III Deliverables: Final communications package and dissemination tools, due by 30 May 2026 (30% of payment)
Work Arrangements
This is a fully remote consultancy. While no travel is currently anticipated, the consultant must maintain regular communication with the UN Women Sustainable Finance team and attend virtual coordination and staff meetings as required. The consultant will report directly to the Sustainable Finance Specialist, in coordination with the Sustainable Finance Analyst, under the overall guidance of the Head of Sustainable Finance.
Required Qualifications
- A Master’s degree in communications, development studies, economics, or a related field. A Bachelor’s degree may be accepted with an additional two years of relevant experience.
- A minimum of seven years of experience in strategic communications, content development, and media product creation, preferably within international organizations or development finance institutions.
- Demonstrated experience in producing high-quality communications materials related to sustainable finance, gender equality, financial inclusion, or development policy.
- Proven ability to translate complex policy and economic issues into compelling content for diverse audiences.
- Experience working with multilateral organizations, international donors, or the United Nations system is desirable.
- Fluency in English is required; knowledge of French, Spanish, or other UN languages is an asset.
