Carboun Institute is Hiring Program Managers for Decarbonization and Climate Diplomacy Initiatives

The Carboun Institute, the Middle East and North Africa (MENA) region’s first independent energy and climate think tank, is inviting applications for two senior positions: Program Manager – Decarbonization and Program Manager – Climate Diplomacy. These leadership roles offer a unique opportunity to shape the region’s transition toward a sustainable, low-carbon future while advancing climate cooperation and green industrialization.
Both positions are fully remote, offering flexibility, autonomy, and the chance to work with a mission-driven team influencing policy and research across the MENA region and beyond.

1. Program Manager – Decarbonization
Position Overview
The Program Manager for Decarbonization will lead Carboun’s work on national and regional energy transition strategies, coordinating research, stakeholder engagement, and policy design initiatives that accelerate decarbonization pathways. The selected candidate will manage a team of analysts and researchers while collaborating closely with policymakers, development partners, and industry experts to promote renewable energy, hydrogen technologies, and sustainable industrial practices.
Key Responsibilities
- Design, coordinate, and implement decarbonization programs focused on renewable energy, hydrogen, and green industry.
- Develop data-driven reports, policy briefs, and analytical frameworks to support low-carbon transition strategies.
- Engage with regional and international partners to facilitate dialogue and technical cooperation on clean energy.
- Lead project planning, budgeting, and monitoring to ensure timely and high-quality program delivery.
- Represent the Institute in policy discussions, conferences, and stakeholder meetings related to energy and climate policy.
Eligibility and Requirements
- A master’s degree (or higher) in energy systems, environmental science, engineering, economics, or a related discipline.
- At least 7 years of relevant professional experience, preferably within energy transition, sustainability policy, or climate strategy fields.
- Strong knowledge of renewable energy technologies, industrial decarbonization, and regional energy systems in the MENA context.
- Proven experience in program management, including strategic planning, reporting, and stakeholder coordination.
- Excellent analytical, writing, and communication skills in English; proficiency in Arabic or French is an advantage.
- A demonstrated commitment to advancing climate action and sustainable development.
Location: Fully remote, open to candidates across time zones compatible with MENA working hours.

2. Program Manager – Climate Diplomacy
Position Overview
The Program Manager for Climate Diplomacy will lead efforts to enhance the MENA region’s engagement in global climate governance, strengthen regional cooperation, and advance policies linking climate diplomacy, trade, and green industrialization. The position focuses on fostering dialogue among governments, institutions, and private sector actors to support cross-border collaboration and international alignment with the Paris Agreement and emerging green economic frameworks.
Key Responsibilities
- Lead research and policy development on international and regional climate diplomacy and governance.
- Coordinate multi-country initiatives that connect climate policy to trade, industrial strategy, and investment flows.
- Facilitate partnerships with multilateral organizations, think tanks, and government agencies.
- Develop policy recommendations and analytical outputs addressing MENA’s role in global climate negotiations.
- Represent the Institute in regional and international climate forums, contributing to strategic discussions and capacity-building initiatives.
Eligibility and Requirements
- A master’s degree (or equivalent) in international relations, public policy, economics, environmental studies, or a related field.
- Minimum 7 years of experience in international climate policy, diplomacy, or multilateral cooperation.
- Strong understanding of global climate negotiations, international frameworks (UNFCCC, COP processes), and MENA’s climate diplomacy landscape.
- Demonstrated ability to manage complex, multi-stakeholder programs and international partnerships.
- Outstanding communication, negotiation, and analytical skills.
- Fluency in English required; Arabic or French proficiency is desirable.
Location: Fully remote, with flexibility and occasional regional travel for conferences or partnership activities.
