Overview

The World Bank Group (WBG) is inviting applications for a Short-Term Consultant (STC) position within the Development Impact Department (DECDI), under the Development Economics Vice Presidency (DEC). This consultancy offers a unique opportunity for a development professional with strong analytical, research, and donor engagement skills to contribute to the World Bank’s evidence-based approach to global policymaking.

Working with one of the world’s largest sources of funding and knowledge for developing countries, the consultant will support the Development Impact Fund (DIF) team in portfolio monitoring, reporting, and fundraising strategy. The role is particularly suited for candidates passionate about data-driven decision-making and the use of scientific evidence to shape public policy and improve development outcomes.

Within DECDI, the Development Impact Fund (DIF) plays a key role as a multi-donor trust fund that supports the generation and use of evidence at scale. The DIF Secretariat oversees donor engagement, portfolio management, and fundraising, enabling the expansion of data-driven approaches across global development programs.

Position Summary

The Short-Term Consultant (STC) will provide cross-cutting support to the DIF Secretariat, focusing primarily on:

  1. Portfolio Monitoring and Reporting: Supporting data management, analysis, and results reporting for DIF-funded projects.
  2. Fundraising Research and Strategy Support: Conducting donor research and contributing to fundraising intelligence, pipeline development, and donor engagement efforts.

The consultant will report directly to the DIF Program Manager and collaborate closely with staff across DECDI and other World Bank teams.

Key Responsibilities

The consultant’s duties will include:

  • Portfolio Monitoring & Data Management:
    • Coordinate the annual DIF portfolio survey across funded projects.
    • Ensure high-quality data collection, validation, and integration into reporting frameworks.
    • Support operational monitoring through MyImpact, DECDI’s results management platform.
    • Assist in the preparation of the DIF Annual Report, including data visualization and analytical summaries.
  • Fundraising & Donor Research:
    • Conduct research on philanthropic organizations, bilateral donors, and multilateral agencies to identify new funding opportunities.
    • Maintain a donor intelligence tracker, capturing donor priorities, engagement history, and potential entry points.
    • Prepare background notes, talking points, and briefs to support donor meetings and fundraising missions.
    • Contribute to the drafting of donor reports and communication materials.
  • Operational Support:
    • Provide analytical and administrative support to DECDI activities as needed.
    • Collaborate across teams to ensure effective coordination between program management, reporting, and donor relations.

Qualifications and Requirements

Education:

  • A Master’s degree in Economics, Public Policy, International Relations, Business, Development Studies, or another relevant field.

Professional Experience:

  • At least 2–5 years of relevant experience in international development, donor relations, monitoring and evaluation, research, or project management.
  • Experience in data analysis, survey coordination, or performance monitoring.
  • Familiarity with fundraising research or engagement with philanthropic, bilateral, or multilateral donor institutions.

Skills and Competencies:

  • Strong analytical and quantitative skills, with experience in handling data for reporting and visualization.
  • Proven research and writing ability, particularly in preparing briefs, donor materials, and analytical summaries.
  • Excellent organizational and project management skills, with the ability to manage multiple tasks and meet deadlines.
  • Strong communication and interpersonal skills for collaboration across multicultural teams.
  • Demonstrated ability to work independently, proactively, and efficiently in a fast-paced environment.
  • Proficiency in English (required); additional languages are an asset.
  • A demonstrated interest in development economics, evidence-based policymaking, and global aid architecture will be considered a strong advantage.

Contract Terms

This position is offered as a Short-Term Consultant (STC) appointment for up to 60 working days, distributed through June 30, 2026. The consultant will be based in Washington, D.C., though hybrid or remote collaboration may be considered depending on project needs and operational requirements.

Remuneration will be commensurate with experience and World Bank consultancy rates.
