Magenta FZE Hiring Advocacy and Communications Lead (Remote Consultancy) – Apply by 14 October 2025

Magenta FZE, a global leader in social and behavioural change (SBC), is inviting qualified professionals to apply for a remote consultancy role as Advocacy and Communications Lead.

This short-term consultancy offers a unique opportunity to lead impactful advocacy and communication initiatives aimed at promoting public health outcomes in the Middle East and North Africa (MENA) region.

With a deep focus on understanding human decision-making, Magenta combines behavioural science with rigorous research, strategic planning, and creative campaign implementation to solve complex global challenges. The organization works across Latin America, Africa, Asia, and the MENA region, delivering evidence-driven programming for UN agencies, INGOs, governments, and private sector partners.

This consultancy will be carried out under the WHO Lebanon NCD Advocacy Project, contributing directly to national efforts to address non-communicable diseases (NCDs) through policy uptake and social and behavioural change interventions.

Position Overview

Key Responsibilities

The Advocacy and Communications Lead will be expected to deliver three primary workstreams in close collaboration with Magenta’s multidisciplinary teams:

1. National-Level Advocacy Plan Development

  • Lead the design of a comprehensive national advocacy strategy based on findings from the WHO-supported NCD STEPwise survey.
  • Identify and segment key stakeholder groups including policymakers, the Ministry of Public Health (MoPH), media representatives, and civil society actors.
  • Design targeted engagement strategies using behavioural insights to influence policy discussions and decision-making.

2. Behavioural Change Campaign Design

  • Develop a social and behaviour change (SBC) campaign proposal aligned with the WHO’s NCD Best Buys.
  • Apply leading behavioural science frameworks such as EAST (Easy, Attractive, Social, Timely) and BDM (Behavioural Design Method) to shape interventions.
  • Define audience segmentation strategies and recommend messaging approaches tailored to diverse demographics and platforms.
  • Ensure the campaign is pre-test ready, scalable, and culturally resonant.

3. Multi-Format Communication Package Creation

  • Draft a complete media toolkit including:
    • Executive summaries
    • Press release templates
    • Messaging guides
    • Q&A sheets for media and public engagement
  • Oversee the creation of digital communication materials, including:
    • Social media cards
    • Infographics
    • Video scripts (in English)
  • Coordinate pre-testing with relevant audiences such as youth advocates, journalists, and civil society organizations.
  • Integrate feedback into final versions to ensure accessibility and impact.

Candidate Requirements

Education

  • A bachelor’s degree from a reputable university is required.
  • A Master’s degree in Public Health, Behavioural Science, Communications, or a related discipline is strongly preferred.

Experience

  • 5–7 years of progressive professional experience, with at least 3 years in advocacy, communications, or social and behaviour change.
  • In-depth knowledge of public health communication, policy advocacy, and behavioural science.
  • Proven experience working with government agencies, UN institutions, media, and civil society, especially in politically sensitive contexts.
  • Practical familiarity with the MENA region is highly desirable.

Skills & Competencies

  • Excellent writing, editing, and communication skills in English (required); fluency in Arabic is an advantage.
  • Strong organizational skills and an ability to deliver high-quality outputs independently and on time.
  • Technological fluency in Microsoft Office 365 is essential.
  • Proficiency with creative tools like Canva, Adobe Creative Suite, or Figma is a plus.
  • A strong grasp of evidence-based communication principles and user-centered design approaches.

Level of Effort

The consultancy requires an estimated 20 working days between October and December 2025. The work schedule will be aligned with key project milestones and deliverables, coordinated with the Programme Manager. Flexibility is required to accommodate stakeholder feedback cycles and consultation meetings with the WHO and Ministry of Public Health.
