McGill University’s Max Bell School of Public Policy Invites Applications for the 2026 Evaluation Capacity Case Challenge (EC³)

The Max Bell School of Public Policy at McGill University has officially opened applications for the 2026 Evaluation Capacity Case Challenge (EC³), a leading initiative designed to strengthen evaluation expertise and leadership among students and early-career professionals across North America.
This challenge provides an intensive, hands-on opportunity to apply knowledge of program evaluation in real-world scenarios, preparing the next generation of evaluators, policymakers, and public service leaders. By convening talented individuals from diverse academic and professional backgrounds, EC³ contributes to building stronger evaluation capacity for the benefit of communities, organizations, and governments.
About the Evaluation Capacity Case Challenge (EC³)
Launched by the Max Bell School of Public Policy, EC³ is an annual event that challenges participants to analyze and solve complex evaluation problems in a collaborative, team-based environment. The case competition format allows participants to move beyond theory, applying their skills in critical thinking, problem-solving, and communication to realistic scenarios faced by organizations.
The initiative is a cornerstone of the School’s broader commitment to advancing evidence-based policymaking. By bringing together students and early-career professionals, EC³ creates a unique platform for experiential learning, professional networking, and leadership development.
Who Can Apply?
The 2026 EC³ is open to individuals who meet all of the following criteria:
- Current students: Applicants must be enrolled part-time or full-time at the senior undergraduate, graduate, or professional level.
- Early-career professionals: Individuals who have graduated within the last five years are eligible.
- Residency: Participants must reside most of the year in either Canada or the United States.
- Evaluation training: Applicants must have completed an introductory course in evaluation by January 2026. This can be through a professional development workshop, a formal academic course, or an equivalent program.
While the case challenge itself will be conducted in English, the application process welcomes submissions in French, which will be reviewed with equal consideration.
Application Deadline
Applications for the 2026 EC³ cohort must be submitted by November 7, 2025, at 11:59 PM PT. Late submissions will not be accepted.
Why Participate in EC³?
The Evaluation Capacity Case Challenge is not simply a competition; it is a professional development opportunity that equips participants with tools and experiences to advance their careers. The challenge enables participants to:
- Apply knowledge to practice: Participants work on real-world evaluation cases, bridging the gap between academic study and professional application.
- Build networks: Teams are composed of individuals from different institutions and disciplines, fostering collaboration and long-term professional connections.
- Enhance career prospects: Employers in public policy, government, non-profits, and consulting increasingly value practical evaluation experience. EC³ participation distinguishes candidates as applied problem-solvers.
- Contribute to public good: By tackling real evaluation challenges, participants help generate insights that can strengthen organizational performance and policy outcomes.
The Process
Selected applicants will join a diverse cohort of peers and be assigned to teams. Each team will receive a detailed case scenario representing a pressing policy or program evaluation challenge. Over the course of the competition, teams will collaborate virtually, conduct analysis, and develop actionable recommendations.
Teams then present their findings to a panel of judges composed of academics, practitioners, and policy experts. The judging process emphasizes analytical rigor, creativity, clarity, and feasibility of recommendations.
Support and Accessibility
The Max Bell School provides resources to ensure participants are well-supported throughout the process. This includes access to case materials, guidance on evaluation approaches, and opportunities to engage with mentors. While the challenge is conducted in English, the School remains committed to linguistic inclusion, reviewing applications submitted in French.
Applicants are encouraged to preview the questions included in the application process, which are available online. This allows prospective participants to prepare thoughtful responses that highlight their skills, motivation, and commitment to evaluation.
Contact Information
For questions regarding the application or the challenge itself, interested individuals can contact the EC³ team at [email protected]. The School aims to respond to all inquiries within 48 hours.
