About the Role

The World Health Organization (WHO) is seeking a highly capable Project Management Officer at the P3 level for a temporary six-month assignment in Port Sudan. Working within the WHO Country Office, the selected candidate will provide comprehensive technical and operational support for managing WHO-led projects focused on essential health and nutrition services, emergency preparedness and response, and health system strengthening in Sudan.

This position is part of the Project Management Unit (PMU), which ensures the effective and strategic implementation of country-level projects aligned with national health goals and WHO’s broader mandate.

Context and Organizational Purpose

WHO’s presence in Sudan is focused on supporting national health systems and humanitarian responses. This includes delivering life-saving interventions, strengthening health sector coordination, and ensuring alignment with both the WHO Country Cooperation Strategy and UN Country Team mandates.

In the current context—marked by complex emergencies, protracted conflict, and fragile health infrastructure—WHO’s operations in Sudan are critical. The Project Management Officer will support a wide range of activities to ensure timely and effective delivery of health and nutrition services under WHO’s portfolio in the country.

Key Responsibilities

Under the direct supervision of the PMU Team Lead and in coordination with technical, logistics, and resource mobilization teams, the incumbent will:

  1. Support the Full Project Management Cycle: Provide technical oversight and coordination across planning, budgeting, execution, risk management, monitoring, and evaluation of project workplans.
  2. Monitor Implementation and Delivery: Work closely with technical teams and procurement to track activity execution and delivery timelines; identify and mitigate delays.
  3. Grants and Financial Oversight: Ensure proper use of designated funds, adherence to donor agreements, and accuracy in technical and financial reporting.
  4. Reporting and Documentation: Coordinate the preparation of reports, briefings, mission documents, and proposals; ensure timely submission of partner and donor updates.
  5. Coordinate Stakeholder Engagement: Organize and attend project-related meetings and implementation missions; facilitate follow-up on action items with internal and external partners.
  6. Innovation in Emergency Operations: Contribute to the design of flexible and responsive solutions for outbreak and health emergency operations, aligned with WHO’s Incident Management System (IMS) SOPs.
  7. Results-Based Management Support: Assist in promoting integrated, cross-programme approaches anchored in WHO’s results-based management framework.
  8. Resource Mobilization Support: Liaise with the Resource Mobilization Officer and contribute to funding proposals to secure immediate and sustained financial resources.
  9. Other Duties: Perform additional tasks as assigned by the supervisor, in line with evolving technical needs.

Required Qualifications

Education

  • Essential: Bachelor’s degree in Project Management, Public Health, Business Administration, Economics, Social Sciences, International Development, or a related field.
  • Desirable: Formal training or certification in project management.

Experience

  • Essential: Minimum of five years of experience in project management, including international exposure. Strong background in resource mobilization, partner reporting, and external communications. Experience in emergency settings is critical.
  • Desirable: Prior work with WHO, UN agencies, humanitarian organizations, or NGOs is an asset.

  • Proven ability in project planning, budget management, and reporting.
  • Strong analytical and synthesis skills for information from diverse sources.
  • Demonstrated expertise in monitoring and evaluation, with excellent report writing capabilities.

Remuneration and Benefits

  • Base salary starting at USD 70,212 per year, subject to mandatory deductions (e.g., pension, health insurance).
  • Post Adjustment: Approximately USD 2,487/month (subject to change based on cost of living in Port Sudan).
