Consultant Opportunity: Drafting a Youth Call to Action on Digital Health Equity for Transform Health (paid up to USD 3000)

Transform Health is seeking a consultant to develop a compelling and actionable Youth Call to Action on Digital Health Equity toward Universal Health Coverage (UHC).

This work will center the voices of young people in global digital health policy processes, especially as momentum builds towards the UN High-Level Meeting on UHC in 2027 and the implementation of the extended WHO Global Digital Health Strategy.

This consultancy will be carried out in collaboration with Young Experts Tech for Health (YET4H)—Transform Health’s global youth initiative who have led youth consultations across countries and regions to gather insights and aspirations for a more inclusive digital health future.

Background

Digital determinants of health are increasingly shaping healthcare access and outcomes worldwide. Yet, these determinants often disproportionately impact marginalized populations, especially youth. Despite being digitally engaged, young people remain underrepresented in decision-making and policy development in digital health.

To bridge this gap, Transform Health and YET4H are creating a Youth Call to Action that synthesizes youth-led insights on digital health equity, with a particular focus on data governance and digital health investment. This document will serve as a powerful advocacy tool to influence national, regional, and global health processes.

Scope of Work

The consultant will be responsible for the following tasks:

1. Review and Synthesis

  • Analyze the outputs of youth consultations conducted by YET4H across multiple regions.
  • Review external documents, reports, and data related to digital health, UHC, youth engagement, and data governance.
  • Situate the Call to Action within current global health policy contexts.

2. Drafting the Youth Call to Action

  • Develop a well-structured draft that articulates youth priorities and perspectives.
  • Frame concrete policy recommendations directed toward governments, multilateral agencies, donors, the private sector, and civil society.
  • Facilitate a validation session or survey with youth to gather feedback on the draft and ensure alignment with their views.

3. Finalization and Dissemination Strategy

  • Finalize the Youth Call to Action (maximum 10 pages), incorporating all feedback.
  • Develop a dissemination strategy to ensure the document’s impact across national, regional, and global policy spaces.
  • Produce advocacy materials, including:
    • A 2-page summary brief
    • Key talking points
    • PowerPoint presentation
    • Letter template
    • Statement template
    • Social media release template

Required Profile and Qualifications

We are looking for a consultant with the following qualifications:

  • Proven expertise in global health, digital health, UHC policy, or advocacy.
  • Demonstrated experience drafting policy or advocacy documents for international or multi-stakeholder audiences.
  • Understanding of data governance, youth engagement, and digital health equity.
  • Strong analytical and synthesis skills to interpret consultation outputs and literature.
  • Excellent writing, editing, and communication skills in English.
  • Young professionals are strongly encouraged to apply.

Budget

The consultant will be paid up to USD 3,000 for the full scope of work, based on qualifications and proposed budget.
