1. Introduction
Solidaridad is an international civil society organization dedicated to creating sustainable and inclusive supply chains through regional expertise centres spanning Asia, Africa, Europe, and the Americas. Solidaridad Eastern and Central Africa, headquartered in Nairobi, operates programs in Tanzania, Uganda, Ethiopia, and the DRC.
Through strategic partnerships and innovation, Solidaridad works to empower farmers, enhance local capacity, improve market access, and promote environmentally sound practices.
2. Project Overview: Pathways to Prosperity Coffee Project (Tanzania)
The Pathways to Prosperity (P2P) Coffee Project is a 7-year initiative funded by the Dutch Ministry of Foreign Affairs. It aims to transform Tanzania’s smallholder coffee sector by:
- Promoting viable and resilient production systems
- Catalyzing inclusive service delivery
- Championing inclusive markets
The project targets 101,500 smallholder farmers (30% women, 15% youth) across Mbeya, Songwe, and Ruvuma regions. It strengthens 189 agricultural marketing cooperatives (AMCOs) and links them with over 500 service providers, supporting sustainable production, job creation, and climate resilience.
3. Climate Adaptation Context
Climate change is disrupting coffee production through erratic temperatures, rainfall, soil degradation, and increased pest risks. To mitigate these effects, the project integrates:
- Climate Vulnerability Assessments (CVAs)
- Climate-smart agriculture (CSA)
- Agroforestry and carbon farming
- Farmer compliance with EU Deforestation Regulation (EUDR)
These measures aim to promote adaptation, unlock carbon credit opportunities, ensure access to EU markets, and strengthen environmental stewardship.
4. Assignment Objectives
The primary goal is to enhance farmers’ resilience by mainstreaming climate-smart practices, promoting carbon farming, and supporting EUDR compliance.
Specific Objectives:
- Conduct a Climate Vulnerability Assessment in Mbeya, Songwe, and Ruvuma.
- Train 500 Lead Farmers and Government Extension Officers on CSA, agroforestry, and carbon farming.
- Conduct county-level EUDR awareness forums to build understanding and encourage compliance.
5. Scope of Work
The selected consultant/firm will be responsible for:
- Climate Vulnerability Assessment (CVA)
- Conduct desktop research and field assessments to identify climate risks and adaptation needs.
- Deliver a detailed report with recommendations for place-based CSA practices.
- Training Development and Delivery
- Design and deliver a tailored CSA and carbon farming curriculum.
- Train 500 lead farmers and extension officers.
- Provide training reports and post-training action points.
- EUDR Awareness Forums
- Organize regional sensitization events on EUDR compliance, including traceability, deforestation regulations, and sustainable land management.
- Monitoring & Evaluation
- Develop a simple M&E system to assess training impact and track practice adoption.
- Provide comprehensive training and forum reports.
6. Methodology
The consultancy will follow a participatory approach, including:
- Mapping of target participants (cooperatives, farmers, extension officers).
- Desktop review of regional climate risks, CSA practices, carbon farming, and EUDR frameworks.
- Co-designing training content with Solidaridad for review.
- Facilitating physical training sessions and awareness forums.
7. Deliverables
- Inception report detailing methodology, work plan, and approach.
- Detailed CVA report for the three target regions.
- Training curriculum and manuals.
- 500 trained participants across the three regions.
- Regional EUDR compliance forums conducted.
- Final report summarizing findings, trainings, awareness sessions, and recommendations.
8. Consultant Profile & Application Requirements
Qualified consultancy firms are invited to submit an Expression of Interest (EOI) including:
- Company profile and interpretation of the ToR.
- CVs of the consultant(s) with relevant qualifications and experience in CSA, carbon farming, and EUDR.
- Sample of previous similar assignments (e.g. reports, training modules).
- Proposed methodology and work plan.
- Detailed financial proposal (inclusive of all taxes; not exceeding €45,000).
- Contact information for three referees.
EOI submissions should not exceed 5 pages. Each CV should be a maximum of 2 pages.
9. Assignment Timeline and Submission
- The assignment will run for a maximum of 75 days post-contract signing.
