Applications Now Open for the Fully Funded Erasmus Mundus Master’s in Public Policy (Mundus MAPP) 2026–2028 Cohort

A Leading Program in Global Public Policy Education

Applications are now officially open for the 2026–2028 cohort of the Erasmus Mundus Master’s Program in Public Policy (Mundus MAPP). This prestigious, fully accredited two-year joint master’s program is designed for individuals who aspire to become leaders in public policy analysis and practice on an international scale.

Mundus MAPP is a unique academic collaboration between four highly respected universities: Central European University (CEU PU) in Austria, Institut Barcelona d’Estudis Internacionals (IBEI) in Spain, the International Institute of Social Studies (ISS) of Erasmus University Rotterdam in the Netherlands, and the University of York in the United Kingdom.

The program provides interdisciplinary academic training and hands-on experience that enables graduates to tackle pressing global and regional policy challenges in governance, development, public management, and economics.

Erasmus+ Support and EMJM Scholarships

Mundus MAPP has long benefited from the support of the Erasmus+ program of the European Union, which promotes cross-border cooperation in higher education. The program offers highly competitive Erasmus Mundus Joint Master (EMJM) Scholarships to a limited number of exceptional students from both within and outside the European Union.

These scholarships are awarded based on academic excellence, motivation, and potential for impact. The EMJM scholarship covers:

  • Full tuition fees
  • Monthly living stipend
  • Health and accident insurance
  • Travel costs and relocation allowance

Applicants interested in being considered for a scholarship must indicate this within the application form. No separate scholarship application is required.

Application Process and Requirements

Admissions to Mundus MAPP are centrally coordinated by Central European University Private University (CEU PU). Only applications submitted through CEU PU’s online platform will be accepted for consideration. It is not possible to apply directly to the other consortium universities.

Candidates must complete the online application form and upload all supporting documents by the specified deadlines, which are outlined in the Mundus MAPP Admissions Calendar.

Applicants are not required to pay the CEU application fee unless they are also applying to other CEU academic programs.

Select Your Mobility Track

Applicants must apply to one of four mobility tracks, each corresponding to a specific area of specialization and a sequence of study across two universities:

  1. CEU PU – IBEI Track
    Specialization: Global Public Policy
    Focuses on transnational challenges, multilateral institutions, and global governance.
  2. CEU PU – University of York Track
    Specialization: European Public Policy
    Emphasizes policy-making within the EU and comparative European governance.
  3. ISS – IBEI Track
    Specialization: Political Economy and Development
    Integrates development economics and political science for critical global analysis.
  4. ISS – University of York Track
    Specialization: Governance and Development
    Explores state capacity, public sector reform, and development policy in practice.

Each track offers a multidisciplinary curriculum, international learning environment, and dual degrees awarded by the participating universities.

In addition to the completed application form, candidates must upload the following documents:

  • Academic transcripts and degree certificates
  • Proof of English language proficiency (TOEFL, IELTS, or equivalent)
  • Curriculum vitae (CV)
  • Statement of purpose
  • Two letters of recommendation
  • Copy of a valid passport or national ID
