About the Peace & Security Centre (PSC)

The Peace & Security Centre is the lead service provider in mine action within the UN system. Operating under the Department of Peacekeeping Operations (DPKO), the PSC manages field offices, ensuring compliance with client requirements and internal regulations. It focuses on five key areas of mine action: clearance, risk education, victim assistance, advocacy, and stockpile destruction. The centre supports operations addressing explosive threats such as UXOs, IEDs, and unsecured ammunition stockpiles.

Context: Mine Action in Nigeria

In response to the explosive threat in northeast Nigeria, the client began mine action support following a UN Country Team request in 2017. A technical team was deployed in 2018 to coordinate with the Humanitarian Country Team and national authorities. Their mission is to provide technical assistance in planning, coordination, and training related to mine action.

Position Overview

The Operations Senior Officer (Training) will work under the direct supervision of the Operations Manager and will support the delivery of explosive ordnance training to the Nigerian Police and Nigeria Security and Civil Defence Corps (NSCDC). The role will focus on building national capacity in managing explosive threats through structured training and mentorship programs.

Key Responsibilities

  • Assist the Operations Manager in delivering CMD (Levels 1–3) and IEDD Basic Training to police and NSCDC personnel.
  • Deliver training modules when required.
  • Contribute to developing training materials, schedules, and planning documents.
  • Implement and support Quality Assurance/Quality Control (QA/QC) mechanisms.
  • Assist the National Mine Action Centre (NMAC) in operational planning.
  • Support the development and revision of National Mine Action Standards (NMAS), National Technical Standards & Guidelines (NTSGs), and Standard Operating Procedures (SOPs).
  • Maintain records of attendance, performance, and feedback during training sessions.
  • Support logistical coordination and procurement of training materials and equipment.
  • Contribute to monitoring and mentorship activities for police and NSCDC personnel.
  • Draft reports, briefing notes, and presentations related to operational and training activities.
  • Collect and manage operational data using IMSMA and other tools.
  • Liaise with community members, local authorities, and stakeholders as needed.

Required Qualifications and Experience

  • Bachelor’s degree with at least 4 years of relevant experience, or Master’s degree with 2 years of relevant experience.
  • Alternatively, military or police experience with at least 8 years of relevant experience is acceptable.
  • Minimum 8 years of experience in operations management and support, preferably in training or capacity-building roles.
  • At least 2 years of recent experience delivering training to national security personnel.
  • Experience in providing CMD Level 3 and IEDD basic courses is mandatory.
  • EOD Level 3 and IEDD Level 2 certification is required, in accordance with IMAS standards (individuals must provide proof).
  • IEDD Level 3 is desirable.
  • Fluency in English is required.
