Civicus is Seeking for a Consultant for Digital Resiliency Grant Evaluation and Impact Documentary – Apply Before 18 August 2025

CIVICUS: World Alliance for Citizen Participation is inviting applications for a consultant or consulting team to lead the evaluation of its Digital Resiliency Grants. The assignment includes analysing a portfolio of funded projects, assessing impact and effectiveness, and developing compelling communications products—including an evaluation report, infographics, and a short video documentary.

This consultancy will run for 40 to 45 working days, from 1 September to 15 November 2025, and will be conducted remotely.

About CIVICUS

CIVICUS is a global alliance of over 15,000 members across 175 countries, working to strengthen civic space and promote citizen action, particularly for marginalised voices in the Global South. The alliance operates under a five-pillar strategy:

About the Digital Democracy Initiative (DDI)

Launched in response to increasing threats to civic and democratic space, the Digital Democracy Initiative (DDI) seeks to foster inclusive democratic participation in the digital era. Implemented through a global consortium—including CIVICUS, Access Now, Global Focus, Witness, and others—DDI supports local civil society actors navigating restrictive digital environments. CIVICUS and Global Focus co-lead the Enable and Amplify Project under DDI, offering technical and financial support to groups in the Global South.

About the Digital Resiliency Grants

The Digital Resiliency Grants are a rapid-response funding mechanism co-managed by CIVICUS’s Crisis Response Fund (CRF) and the DDI. They offer flexible, time-sensitive support to civil society organisations facing digital repression or barriers to online civic participation. Open year-round, the grants support both individual organisations and collective initiatives, helping them to adapt quickly and remain resilient.

Since 2024, CIVICUS has managed the implementation of these grants. This consultancy is part of the organisation’s commitment to learning, accountability, and impact storytelling.

Objectives of the Assignment

The consultant(s) will:

  • Evaluate the impact and effectiveness of up to 16 funded projects under the Digital Resiliency Grants.
  • Conduct outcome mapping to identify unexpected results.
  • Analyse the implementation strategies of sub-grantees.
  • Gather stories and evidence of impact to inform future programming.
  • Develop communication products, including:
    • A detailed impact report;
    • Five infographics;
    • A 5–8 minute video documentary;
    • Case studies highlighting significant changes.

Deliverables

  1. Impact Evaluation Report
    • Develop a methodology and framework for evaluating project results.
    • Review key documents (proposals, reports) from all grantees.
    • Conduct remote interviews with grantees to validate data and capture additional insights.
    • Produce a report with a strong narrative, visuals, and actionable recommendations.
  2. Infographics
    • Create five visually engaging infographics suitable for web and social media.
    • Ensure alignment with CIVICUS’s branding and accessibility standards.
  3. Short Documentary Video
    • Coordinate and record remote interviews with selected grantees.
    • Integrate photos, footage, and other media assets.
    • Deliver a fully edited video with captions, subtitles, music, and CIVICUS branding.

Desired Profile

The ideal candidate(s) should demonstrate:

  • Proven experience in impact evaluation, including outcome mapping and qualitative storytelling.
  • Familiarity with digital rights, civic tech, and democratic space.
  • Strong strategic communication skills, particularly for social change.
  • Experience in infographic design and video production.
  • Capacity to synthesise complex data into accessible and engaging formats.
  • Fluency in English; knowledge of other UN languages is advantageous.

  • Financial Proposal (in USD): Including breakdown of days, fees, and any additional costs.
  • CVs of team members or solo consultant.
  • Portfolio: At least three examples of relevant evaluation, design, or video work.
  • References: Contact details of two recent clients.

Proposals will be reviewed on a rolling basis. While CIVICUS may not be able to provide individual feedback to all applicants, each will be informed of the outcome of their submission.

This is a remote consultancy, and applicants should be available for coordination with CIVICUS staff across various time zones.
