Consultancy Opportunity: Design and Pilot IPPF Humanitarian Feminist Leadership Training (Apply by 15 September 2025)

The International Planned Parenthood Federation (IPPF) is seeking a qualified individual consultant or firm to lead the design and pilot of a Humanitarian Feminist Leadership Training toolkit. This initiative is part of IPPF’s commitment to challenging patriarchal norms in humanitarian leadership and promoting transformative, inclusive responses to crisis situations.

About IPPF

As a global advocate and service provider of sexual and reproductive health and rights (SRHR), IPPF supports women, girls, and marginalized communities in both development and humanitarian contexts. With over 40 Member Associations (MAs) currently engaged in emergency programming, IPPF remains dedicated to strengthening leadership that is feminist, locally rooted, and rights-based.

In line with its Feminist Humanitarian Principles, IPPF is investing in a new training initiative to nurture the next generation of diverse humanitarian leaders—particularly those often excluded from traditional leadership spaces.

Purpose of the Consultancy

The core objective of this consultancy is to design, pilot, and evaluate a Humanitarian Feminist Leadership Training Toolkit that supports mid- to top-level humanitarian leaders in all their diversity within IPPF’s MAs and youth networks. The training will equip participants to lead inclusive, gender-transformative SRHR responses in humanitarian settings.

Consultancy Objectives

  1. Design a context-sensitive, modular training toolkit aligned with feminist humanitarian principles and grounded in intersectionality.
  2. Pilot the training with a selected group of women, LGBTQI+ individuals, and youth leaders from IPPF’s MAs.
  3. Evaluate the pilot and provide concrete recommendations for scale-up and integration across IPPF regions.

Key Deliverables

Deliverable 1: Needs Assessment

  • Conduct a desk review and 10–15 key informant interviews.
  • Identify current gaps, opportunities for synergy, and contextual challenges.
  • Produce a concise assessment report (max. 10 pages).

Deliverable 2: Toolkit Design

  • Develop a comprehensive training curriculum incorporating:
    • IPPF’s Feminist Humanitarian Principles
    • SRHR in emergencies and SGBV response strategies
    • Intersectional leadership, localization, and power-shifting
    • Communication, advocacy, and crisis coordination
  • Include facilitator guides, participant workbooks, case studies, and evaluation tools.

A comprehensive evaluation framework must also be developed, integrating both qualitative and quantitative methods to assess the training’s effectiveness and potential for replication.

Deliverable 3: Pilot Implementation & Final Report

  • Facilitate one in-person training with up to 5 Member Associations.
  • Train members of the Global Humanitarian Team for sustainability.
  • Document lessons learned and submit a final report with actionable recommendations for adaptation and scale-up.

The consultancy will take place from 1 October 2025 to 31 March 2026, with key milestones including:

Consultant Profile

Ideal candidates will demonstrate:

  • Strong background in feminist leadership, intersectional humanitarian programming, and adult learning methodologies.
  • Experience in SRHR in emergencies, SGBV prevention, and gender-transformative approaches.
  • Proven track record in curriculum development, facilitation, and evaluation.
  • Understanding of localised humanitarian contexts, particularly in the Arab region.
  • Excellent communication, facilitation, and report-writing skills.
  • Fluency in English; Arabic is a strong asset.

  • Financial proposal in USD or GBP, indicating daily rate and estimated days per deliverable. VAT should be quoted separately where applicable.

Shortlisted applicants will be invited for interviews with IPPF’s Regional Office and programmatic team.
