Organizational Context

Established by the UN General Assembly in 1966, the United Nations Capital Development Fund (UNCDF) focuses on supporting the world’s least developed countries (LDCs) by enabling access to capital for sustainable and inclusive growth. Through a combination of grants, loans, and guarantees, UNCDF catalyzes finance for Sustainable Development Goal (SDG)-aligned investments in underserved communities.

With a hybrid mandate as both a development organization and a development finance institution, UNCDF assists governments and partners by providing tailored technical and financial advisory services. Its areas of focus include micro, small and medium enterprise (MSME) finance, sub-national finance, and digital finance.

Following recent restructuring, UNCDF’s operations are supported by divisions including the Investment and Implementation Division (IID), Investment and Finance Oversight Division (IFOD), Operations and Oversight Division (OOD), and the Executive Office. Regional hubs are located in Dakar, Nairobi, and Bangkok, with field presence across the Caribbean and Pacific.

Position Overview

The Strategic Monitoring and Reporting Analyst (P2) plays a central role within the Programme Management Support Unit (PMSU). This position supports project monitoring, performance analysis, and donor reporting to ensure alignment with UNCDF’s strategic framework, the SDGs, and organizational standards.

Reporting to the Head of PMSU, the Analyst coordinates reporting processes, oversees results-based monitoring, and contributes to digital innovation efforts, including AI-driven solutions for project oversight and data management.

Key Responsibilities

1. Project Progress and Donor Reporting Oversight

  • Develop and implement standard operating procedures (SOPs) for project and donor reporting in compliance with UNDP/UNCDF policies (POPP).
  • Create and maintain templates and tools for donor reporting and progress updates.
  • Facilitate cross-team coordination and capacity-building workshops.
  • Review, edit, and clear all donor and project reports, ensuring data quality and consistency with approved documents and agreements.
  • Coordinate data collection for integration into UNCDF’s Quantum+ platform.

2. Results-Based Management (RBM) Support

  • Collaborate with the RBM Specialist to maintain accurate project documentation and quarterly monitoring.
  • Lead migration of project results frameworks into Quantum+ and supervise personnel populating dashboards.
  • Support performance tracking through the development of project monitoring dashboards.

3. Support for Digital Innovation and AI Integration

  • Co-develop AI tools that support project ideation, monitoring, reporting, and closure.
  • Engage with internal and external digital partners, including UNDP’s Chief Digital Office (CDO).
  • Contribute to the creation of a comprehensive project classification framework to facilitate advanced strategic analysis.

4. Knowledge Sharing and Capacity Building

  • Identify capacity gaps and deliver training for project teams and stakeholders.
  • Ensure lessons learned, good practices, and results are captured and disseminated across relevant platforms.

Qualifications and Experience

  • Master’s degree in Public Policy, Economics, Statistics, or a related field (or a Bachelor’s with additional experience)
  • At least 2 years (with Master’s) or 4 years (with Bachelor’s) of relevant experience in data analytics and development reporting
  • Demonstrated experience in project management, data visualization, and narrative reporting
  • Proficiency in Microsoft Office, online collaboration tools, and ERP platforms like Quantum or Quantum+
  • Experience in digital innovation for development is highly desirable
  • Familiarity with UN or UNDP systems is an advantage

Languages

  • English fluency is required
  • French proficiency is an asset
