About the PARIBARTAN Project

The position is being recruited under PARIBARTAN, a 4.5-year participatory action research initiative titled “Participatory Action Research on Locally Led Iterative Learning and Inclusive Business Models for Adaptive Transformation in Bangladesh Polders.” The project runs from 2022 to 2027 and is supported by the Australian Centre for International Agricultural Research (ACIAR). It aims to address the complex climatic and socio-ecological challenges in coastal polder areas such as Amtali (Barguna) and Bhatiaghata (Khulna) through community-driven, adaptive learning and livelihood models.

PARIBARTAN is led by the International Maize and Wheat Improvement Centre (CIMMYT) in collaboration with ICCCAD and Shushilan, a local NGO. The MEL Officer will play a critical role in tracking and evaluating project outcomes, informing adaptive management, and ensuring that learning is captured and fed back into implementation.

Role Overview

ICCCAD is seeking a qualified Monitoring, Evaluation and Learning (MEL) Officer to lead the design, implementation, and management of monitoring and evaluation systems for the PARIBARTAN project and potentially other related initiatives.

This role will ensure the integration of MEL best practices into project operations, support decision-making processes through evidence, and enable reporting to internal and external stakeholders.

Key Responsibilities

  1. Develop and Implement MEL Systems: Design a comprehensive MEL framework, including monitoring indicators, data collection tools, analysis procedures, and reporting formats.
  2. Coordination and Collaboration: Work closely with project managers and field staff to ensure timely, accurate data collection and reporting.
  3. Data-Driven Programming: Ensure MEL findings are utilized to inform and improve project design, implementation, and strategic planning.
  4. Database Management: Create and maintain robust databases for storing and analyzing quantitative and qualitative data.
  5. Capacity Building: Design and deliver training sessions on MEL tools and techniques for ICCCAD staff and local partners.
  6. Evaluation and Reporting: Conduct regular monitoring and evaluation activities, document lessons learned, and generate analytical reports.
  7. Donor Compliance: Ensure all monitoring and reporting obligations are met in alignment with donor requirements.
  8. Tool and Framework Development: Lead the development of MEL tools and plans for new initiatives as needed.
  9. Field-Based Learning: Participate in field visits and community engagement activities to support MEL data validation and participatory feedback loops.
  10. Innovation and Technology Integration: Keep abreast of technological advancements in MEL practices and integrate applicable innovations into ICCCAD systems.

Required Qualifications

  • Education:
    • Master’s degree preferred in economics, environmental studies, sociology, governance, international development, or a related discipline.
    • Bachelor’s degree in a relevant field is mandatory.
  • Professional Experience:
    • Minimum of 2–3 years of practical experience in monitoring, evaluation, and learning within the development or research sectors.
    • Prior experience with climate change, resilience, and disaster risk management is highly desirable, especially within the context of South Asia or Bangladesh.
  • Technical Skills:
    • Proficiency in MEL concepts, tools, and methodologies.
    • Strong command of data analysis software such as SPSS, Stata, or R, and data visualization platforms.
    • Demonstrated capacity in both quantitative and qualitative research methods.
  • Other Competencies:
    • Excellent written and verbal communication in English.
    • Demonstrated ability to collaborate across diverse teams and manage relationships with partners and donors.
    • Flexibility to travel to field sites as required.

Terms of Employment

  • Location: Dhaka-based, with regular travel to project sites.
  • Contract Duration: Initial 1-year full-time contract (40 hours/week), renewable based on performance.
  • Compensation: Monthly gross salary and benefits aligned with ICCCAD’s HR policies.
  • Reporting Line: Reports directly to the Project Manager / Line Manager of the PARIBARTAN Project at ICCCAD.
