About IGAD & ICPAC

The Intergovernmental Authority on Development (IGAD) is a regional economic community (REC) dedicated to achieving peace, security, and sustainable development in the Horn of Africa. The IGAD Climate Prediction and Applications Centre (ICPAC), a WMO-designated Regional Climate Centre, provides climate services and technical support to member states to reduce disaster risk and enhance preparedness.

Climate change in the region has led to prolonged droughts, floods, and increased humanitarian needs, affecting over 64 million people in the Horn of Africa as of 2024. To strengthen anticipatory action and preparedness, ICPAC is implementing the project ARiPHA – Accelerating Implementation of Anticipatory Action Roadmap (2024–2027).

Role Overview

The Monitoring and Evaluation (M&E) Expert will play a critical role in supporting the performance monitoring and learning efforts for the ARiPHA project. The expert will lead data collection, field monitoring, reporting, and ensure compliance with donor expectations and project milestones.

Key Duties and Responsibilities

  • Develop and implement monitoring tools to assess project performance and impact.
  • Track progress towards project objectives using Results-Based Monitoring (RBM) methodologies.
  • Conduct joint monitoring missions and field visits with partners and Member States (MSs).
  • Collect, analyze, and report both quantitative and qualitative data aligned with project indicators.
  • Coordinate mid-term reviews and provide technical support to project teams on M&E.
  • Conduct quality assurance audits to ensure reliable data collection and adherence to donor standards.
  • Support the preparation of interim progress reports with findings and lessons learned.
  • Monitor resource utilization and evaluate effectiveness, efficiency, and sustainability of activities.
  • Align the project with IGAD’s broader Regional Strategy and Implementation Plan (2016–2020).
  • Perform any other related duties assigned by the IGAD DRM Programme Coordinator.

Minimum Qualifications

Education

  • Master’s degree in Monitoring and Evaluation, Project Management, Development Studies, or related field.
  • Professional certification in Monitoring and Evaluation or Project Cycle Management is an added advantage.

Experience

  • Minimum 5 years of M&E experience in development or humanitarian programs, ideally in the IGAD region.
  • Demonstrated experience with donor-funded projects and development partner reporting.
  • Proven ability to work independently, deliver on time, and adapt in dynamic settings.

Technical Skills

  • In-depth knowledge of M&E methodologies, including RBM and performance-based reporting.
  • Strong data analysis, report writing, and presentation skills.
  • Experience conducting field-level assessments and quality assurance audits.
  • Familiarity with IGAD’s regional context and strategic frameworks is desirable.

Languages

  • Fluency in English is required.
  • French proficiency is an added advantage.

Remuneration

Salary and benefits will be negotiated based on IGAD’s salary scale and the candidate’s qualifications and experience.
