Role Summary
Palladium International is recruiting Technical Assistance Consultants with expertise in Demographic Transition (DT) to support the WISH Dividend Policy and Systems (P&S) programme across seven Sub-Saharan African countries. This consultancy offers an opportunity to contribute to transformative change in sexual and reproductive health and rights (SRHR) and population dynamics through strategic policy, data, and system strengthening support.
About the Programme: WISH Dividend Policy & Systems
The Women’s Integrated Sexual Health (WISH) Dividend Policy and Systems (P&S) initiative is a flagship component of the UK Government’s WISH 2 Dividend programme. WISH P&S aims to promote African-led, inclusive demographic transition and improve the policy and health systems environment for SRHR. The programme focuses on building sustainable national capacities to drive evidence-based planning, domestic financing, and policy reforms to enable women and girls to exercise their rights and reach their full potential.
Key Responsibilities
The Consultant will provide targeted Technical Assistance (TA) across five core areas:
1. Policy and Planning Support
- Advise governments on incorporating demographic transition objectives into national policies, sector strategies, and investment plans.
- Promote cross-sectoral integration of population dynamics into development planning.
2. Capacity Strengthening
- Design and facilitate trainings, mentorship sessions, and workshops for government officials and stakeholders.
- Support institutional capacity-building for data-driven planning and budgeting.
3. Data and Evidence Use
- Strengthen national systems for demographic data collection, modeling, analysis, and dissemination.
- Enhance the use of demographic and SRHR data in decision-making processes.
4. Monitoring, Evaluation, and Accountability (MEL)
- Contribute to the development of MEL frameworks to track demographic transition outcomes.
- Support resource mapping, bottleneck identification, and accountability mechanisms.
5. Advocacy and Stakeholder Engagement
- Facilitate inclusive stakeholder engagement processes, including civil society, media, and community actors.
- Support national advocacy strategies to foster ownership, political will, and sustainable domestic financing for SRHR.
Required Qualifications and Experience
- Education: Master’s degree in Demography, Population Studies, Public Health, Economics, Development Studies, or a related field. Additional certifications in demographic analysis or MEL are advantageous.
- Professional Experience:
- Minimum of 5 years in demographic transition, population dynamics, or demographic dividend strategies.
- Demonstrated experience in technical advisory roles for governments or development organizations in Sub-Saharan Africa.
- Technical Competence:
- Strong knowledge of demographic transition theory and its application to sectoral policy (e.g. education, health, employment).
- Proven ability to analyze and apply demographic and SRHR data for national planning.
- Experience in developing or contributing to population-related policies, investment cases, or national development strategies.
- Communication & Interpersonal Skills:
- Excellent written and spoken English; knowledge of French or Portuguese is a strong advantage.
- Strong facilitation and stakeholder engagement skills, with the ability to interact with high-level decision-makers and multi-sector teams.
- Other Requirements:
- Recognized qualifications or certifications through professional bodies (if applicable).
- Demonstrated ability to provide quality assurance and review of technical deliverables.
- Ability to manage and deliver outputs within tight deadlines.
