Join WFP as a Climate Finance Proposal Development Senior Specialist and Support Global Adaptation Efforts

The United Nations World Food Programme (WFP)—the world’s largest humanitarian organization and a 2020 Nobel Peace Prize laureate—is seeking experienced professionals to join its roster as Climate Finance Proposal Development Senior Specialists (Consultant, Level III). This critical consultancy supports WFP’s growing portfolio of climate adaptation and resilience projects worldwide.

With food insecurity and vulnerability intensifying under the impact of climate change, WFP is scaling up its efforts to help governments access international climate finance through mechanisms like the Green Climate Fund (GCF) and the Adaptation Fund (AF). The consultancy provides an opportunity to directly contribute to these efforts by developing high-quality project proposals aimed at building community resilience, strengthening food systems, and enabling sustainable adaptation strategies.

To counter this, WFP supports countries in mobilizing resources for climate adaptation projects that align with national priorities. The Climate and Resilience Service at WFP plays a pivotal role in guiding and supporting Country Offices (COs) as they engage with funding institutions and stakeholders to design and submit funding proposals.

Role Overview

The Climate Finance Proposal Development Senior Specialist will join a consultant roster at Level III (requiring at least 10 years of relevant experience). Consultants will work primarily from home, with short field missions based on project needs. The contract duration varies depending on the specific assignment, ranging from 1 to 11 months.

Consultants on this roster will collaborate with WFP Country Offices and the Global HQ to develop key documents for submission to climate finance mechanisms. These include pre-feasibility and feasibility assessments, concept notes, funding proposals, and technical annexes aligned with GCF and AF requirements.

Each assignment is tailored to a country’s specific context and needs, with clear terms of reference provided. Responsibilities include conducting stakeholder consultations, engaging with national and local authorities, drafting technical documents, ensuring compliance with fund guidelines, and coordinating with gender and environmental experts to ensure inclusive, sustainable design.

Key Responsibilities

Some of the critical tasks may include:

  • Leading pre-feasibility and feasibility studies with detailed climate context analysis and theory of change development
  • Conducting stakeholder and community consultations to assess needs, vulnerabilities, and local adaptation capacities
  • Drafting concept notes and funding proposals using official templates from the AF and GCF
  • Coordinating the development of annexes such as budgets, environmental and social safeguards, logical frameworks, and risk assessments
  • Collaborating with internal and external specialists to ensure technical rigor and policy alignment
  • Responding to comments from fund secretariats and revising proposals accordingly

Field missions may be required for consultation and verification, though the bulk of work is conducted remotely.

Qualifications

To be considered for this consultancy, candidates must possess:

  • A university degree in climate change adaptation, environmental studies, agriculture, development, economics, or related fields
  • A minimum of 10 years of relevant post-graduate experience in food security, climate adaptation, or disaster risk reduction
  • Demonstrated experience in drafting successful proposals for GCF, AF, or the Global Environment Facility
  • Strong understanding of climate finance mechanisms and multilateral development processes
  • Exceptional communication skills and proven ability to manage complex, multi-stakeholder projects

Fluency in written and spoken English is required. Proficiency in other UN languages is an asset. Familiarity with WFP operations or the broader UN system will be advantageous.
