Fund Manager – Global EbA Fund: Technical Coordination & Implementation

The International Union for Conservation of Nature (IUCN) is seeking a highly motivated and experienced Senior Programme Officer, Climate to manage and coordinate technical implementation of the Global Ecosystem-based Adaptation (EbA) Fund. This fund, a joint initiative of IUCN and UNEP, is financed by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) through the International Climate Initiative (IKI).
Operating within IUCN’s Climate Change and Energy Transition Team, part of the Centre for Finance and Economy, this role contributes to shaping financial systems to mobilise the investments required to meet global climate and biodiversity targets. The Senior Programme Officer will lead on the coordination, oversight, and technical support of a global portfolio of EbA projects, helping drive innovation and scale across Asia-Pacific, Africa, and Latin America.

Role Summary
The Senior Programme Officer will be responsible for the day-to-day technical coordination of successful EbA Fund grantees. The position involves supporting project implementation, managing knowledge flow, and facilitating learning across diverse contexts. This role also contributes to global EbA policy influence through the synthesis and dissemination of project results.
Key Responsibilities
- Coordinate and manage the technical implementation of EbA Fund grants across Asia-Pacific, Africa, and Latin America.
- Provide ongoing technical assistance to grantees, ensuring effective and results-driven project delivery.
- Collect and consolidate grantee reports to support internal IUCN reporting and external donor submissions, including semi-annual and annual reports.
- Coordinate the production of a bi-annual newsletter highlighting grantee progress, challenges, and successes.
- Extract insights and data from project portfolios to contribute to broader communications and policy advocacy efforts at forums such as the UNFCCC, UNCBD, and UNCCD.
- Design and facilitate capacity-building activities such as workshops, webinars, and individual mentorship aligned with the Fund’s strategic goals.
- Promote peer learning and knowledge exchange among grantees to enhance project performance and EbA effectiveness.
- Contribute to the development of knowledge products, including technical papers and policy briefs, based on field-level experiences.
- Perform other duties as agreed with the line manager to support overall programme success.
Candidate Requirements
The ideal candidate will bring a balance of technical expertise, programme coordination, and a strong understanding of ecosystem-based adaptation.
Qualifications and Experience
- Graduate degree in natural resource management, environmental policy, geography, international development, or a related field.
- Minimum of 7 years of professional experience in ecosystem-based adaptation, climate change, or environmental science.
- Proven ability in project management, monitoring and evaluation, and technical reporting in international or multicultural settings.
- Familiarity with global policy frameworks and multilateral processes relevant to nature-based solutions and EbA.
Skills and Attributes
- Excellent organizational and time management skills with the ability to manage multiple priorities under pressure.
- Outstanding interpersonal and communication skills, with cultural sensitivity and a collaborative working style.
- Strong analytical and writing abilities, including experience drafting reports, proposals, or technical documents.
- Fluency in English is essential; working proficiency in French and/or Spanish is highly desirable.
Salary and Benefits
The gross annual salary for this position ranges from USD 99,160 to USD 123,950, subject to change based on IUCN’s internal compensation practices. Additional terms and benefits apply depending on duty station and hosting arrangement.
Work Location
The preferred duty station for this role is Washington, D.C., USA. However, the role may also be hosted from Bonn (Germany), Quito (Ecuador), or San José (Costa Rica), depending on organizational needs and candidate eligibility.
