Role Summary
UNDP seeks a seasoned Public Finance Management (PFM) Fellowship Coordinator to lead the Vaka Pasifika Fellowship, part of the broader “Accountable Public Finances to Serve Pacific People – Vaka Pasifika” initiative. The fellowship supports Pacific Island Countries in strengthening public financial systems through inclusive, innovative, and community-informed approaches.
Key Responsibilities
1. Fellowship Coordination and Delivery
- Lead the design, implementation, and continuous improvement of the Vaka Pasifika Fellowship.
- Supervise coordination with national partners, facilitators, mentors, and technical experts.
- Ensure adaptive learning, co-design methods, and equitable partnerships are integrated into fellowship activities.
- Promote Pacific-led content creation and case studies for local and regional relevance.
2. Technical Leadership and Innovation
- Provide advisory services and ensure alignment with global debates on PFM, gender, and sustainable finance.
- Facilitate and deliver technical events, trainings, and regional learning exchanges.
- Incorporate low-tech tools, AI, and new methods to improve oversight and transparency in public finance.
3. Capacity Building and Knowledge Management
- Lead the documentation of results, learnings, and participant narratives.
- Oversee the development of knowledge products and dissemination of case studies.
- Support political economy analyses and research partnerships (e.g., with La Trobe University).
4. Strategic Partnerships and Advocacy
- Build and expand networks with governments, CSOs, parliaments, SAIs, and regional actors.
- Promote diversity and inclusion, especially for underrepresented voices in finance discussions.
- Engage in regional and global advocacy to amplify Pacific perspectives on public finance.
Candidate Profile
Required Skills and Experience
- Proven track record in PFM, governance, or oversight within governments or development organizations.
- Experience providing technical support to parliaments, audit institutions, civil society, or media.
- Demonstrated understanding of participatory budgeting and innovation in finance systems.
- Strong communication and stakeholder engagement capabilities across diverse contexts.
Preferred Attributes
- Background in designing learning programs or mentorships.
- Experience in small island states, particularly the Pacific.
- Research and publication experience in development, governance, or finance.
