About TaRL Africa
Teaching at the Right Level (TaRL) Africa is an initiative hosted by Empower Learning Africa, a registered not-for-profit organization headquartered in Nairobi, Kenya, with additional teams based in Côte d’Ivoire, Nigeria, and Zambia. The organization operates as an independent entity formed in 2019 through a collaboration between Pratham and the Abdul Latif Jameel Poverty Action Lab (J-PAL). TaRL Africa works closely with governments and organizations across the continent to improve foundational literacy and numeracy outcomes for children using the TaRL methodology—a rigorously tested, evidence-based approach.
TaRL Africa envisions a future in which every child in Africa acquires the foundational skills they need to thrive. With support extended to over 16 countries and a reach of more than five million children, the organization is committed to scaling effective, context-driven programs across Sub-Saharan Africa.
Purpose of the Role
The Program Impact Lead plays a critical role in strengthening TaRL Africa’s ability to deliver transformative, evidence-informed programs. As a senior member of the Programs team, this individual drives continuous program improvement through structured learning, strategic innovation, and robust internal knowledge-sharing. The role serves as a key liaison between research findings and implementation practices—ensuring that the organization consistently adapts and improves to fulfill its mission of improving foundational learning outcomes.
Key Responsibilities
1. Program Learning and Improvement (70%)
- Lead internal learning cycles to identify implementation gaps, address operational challenges, and integrate evidence-based solutions across countries.
- Facilitate annual and mid-term program reviews at national and regional levels, focusing on performance improvement and scalability.
- Promote cross-country learning by curating insights from internal evaluations, research studies, and external best practices in foundational learning.
- Drive the adoption of innovations and strategic adaptations—such as those arising from randomized controlled trials (RCTs)—to enhance impact at scale.
- Oversee the design and execution of strategic pilot trials focused on improving program effectiveness.
2. Strategic Knowledge Leadership (15%)
- Act as TaRL Africa’s internal thought leader on program effectiveness by synthesizing and communicating critical learnings and research insights.
- Maintain a centralized, up-to-date repository of knowledge on “what works” in foundational learning across global and regional contexts.
- Collaborate with the Research, Learning, and Evidence (RLE) team to share knowledge effectively across departments, enabling replication of successful models.
3. Research and Innovation Input (15%)
- Support the development of research proposals, innovations, and monitoring systems in collaboration with country teams and research partners.
- Serve as a core contributor to the organization’s Learning Agenda, ensuring it aligns with strategic priorities and national program needs.
- Provide strategic input on study design, research questions, and evidence utilization in partnership with technical, pedagogy, and research teams.
Required Qualifications
- A Master’s degree in education, public policy, international development, or a related discipline.
- A minimum of 7–10 years of professional experience in program design, implementation, or research, including at least three years in a leadership or learning-focused role.
- Proven ability to use evidence and data to drive decision-making and program refinement.
- Strong analytical, synthesis, and strategic thinking skills, with the ability to distill complex ideas into actionable insights.
- Excellent written and verbal communication abilities.
- Prior experience working in or alongside African governments, ministries of education, or education-focused NGOs is strongly preferred.
