UNFCCC is Hiring: Programme Officer (P-3) – Resource Mobilization and Partnerships

The United Nations Framework Convention on Climate Change (UNFCCC) is seeking a Programme Officer (P-3) to join its Resource Mobilization and Partnerships (RMP) Unit, based at its headquarters in Bonn, Germany. This professional-level appointment will support strategic partnership development and resource mobilization efforts to ensure the UNFCCC secretariat is equipped to deliver on its mandate under the Convention, the Kyoto Protocol, and the Paris Agreement.

About the UNFCCC and the RMP Unit

The UNFCCC secretariat plays a central role in supporting the global climate governance framework. Within the secretariat, the Resource Mobilization and Partnerships (RMP) Unit leads strategic coordination for engaging donors, funders, and partners. It fosters impactful and sustainable relationships to secure adequate, predictable, and flexible resources that empower the secretariat’s work.

RMP’s responsibilities include:

  • Strategic fundraising and donor engagement
  • Partnership building with both Party and non-Party stakeholders
  • Enhancing visibility and storytelling aligned with fundraising goals
  • Ensuring compliance with due diligence and risk management protocols

Key Responsibilities

The Programme Officer will report directly to the Manager (P-5) of the RMP Unit, and will perform the following key functions:

1. Strategic Resource Mobilization and Coordination

  • Support implementation of the UNFCCC’s Resource Mobilization and Partnership Strategy.
  • Identify and develop funding relationships, especially with non-traditional partners, including philanthropic foundations, private sector actors, and MDBs.
  • Coordinate internal and external communication campaigns to enhance visibility and support fundraising efforts.
  • Track and report on funding pipelines and manage donor portfolios in alignment with benchmarks and strategic priorities.
  • Monitor ODA and climate finance trends to ensure the secretariat remains competitive in the funding landscape.

2. Partnership Building and Fundraising

  • Build and manage networks that support cultivation and solicitation of voluntary contributions.
  • Lead negotiations with donors and partners; contribute to high-value partnership development.
  • Produce donor intelligence reports and lead proposal development aligned with funder priorities.
  • Coordinate development of innovative finance mechanisms and donor products.
  • Deliver in-house capacity-building workshops and training on partnerships and fundraising.
  • Draft and review partnership strategies, proposals, letters, and funding reports.

3. Due Diligence and Risk Management

  • Support the UNFCCC Partnership Committee in vetting and managing partner risk.
  • Ensure all partnership activities comply with internal due diligence policies.
  • Work across divisions (e.g., Legal Affairs, Administration, Communications) to manage reputational, legal, or financial risks associated with partnerships.

Required Qualifications

Education

  • Advanced university degree (Master’s or equivalent) in international relations, public administration, social science, business, or a related field.
  • A first-level university degree (Bachelor’s or equivalent) plus two additional years of relevant experience may be accepted in lieu of the advanced degree.

Professional Experience

  • A minimum of five (5) years of combined experience in resource mobilization, strategic partnerships, or donor engagement, including with governments, MDBs, and other multilateral organizations.
  • Proven ability to develop and secure multimillion-dollar partnerships (ideally seven-figure contributions).
  • Demonstrated experience managing complex stakeholder relationships and navigating political dynamics in an international context.
  • Familiarity with UN grant policies and climate change or development programming is highly desirable.

Language Skills

  • Proficiency in written and spoken English is required.
  • Knowledge of a second official UN language is an asset.

Skills and Competencies

  • Strong written and oral communication skills.
  • Solid analytical and problem-solving capabilities.
  • High level of cultural sensitivity and experience working in multicultural environments.
  • IT fluency and familiarity with data tools and AI-driven communication systems.

Compensation and Benefits

  • Net annual salary: Starting from USD 70,212 (subject to post adjustment, currently 38.1%), plus additional UN benefits.
