The United Nations Capital Development Fund (UNCDF) is seeking a qualified Programme Analyst (IPSA-9) to support the implementation and monitoring of its flagship Local Climate Adaptive Living Facility (LoCAL) in the Asia-Pacific region. This full-time position is based in Bangkok, Thailand, and plays a vital role in strengthening climate resilience and local-level adaptation through effective programme management, monitoring and evaluation, and knowledge dissemination.

About LoCAL
The LoCAL mechanism is a performance-based climate resilience grant (PBCRG) system aimed at scaling up local climate adaptation efforts. It is grounded in ISO 14093:2022 standards and enables participating countries to integrate climate considerations into local development planning. LoCAL also supports access to climate finance—both domestic and international—and promotes adherence to global standards for locally led adaptation.
Role Summary: Programme Analyst
The Programme Analyst will work under the direct supervision of the Programme Management Specialist, and closely with LoCAL country teams, regional focal points, and the Global Secretariat. The role focuses on programme implementation in assigned Asia-Pacific countries with a strong emphasis on performance monitoring, evaluation, and knowledge sharing.
Key Responsibilities
1. Programme Management
- Support LoCAL country programmes across Asia Pacific in planning, coordination, and implementation.
- Assist in developing work plans, managing consultants, and drafting technical agreements.
- Liaise with national stakeholders and regional partners to strengthen linkages.
- Contribute to LoCAL’s strategy on mobilizing private sector climate finance.
- Coordinate events, meetings, and training sessions to support programme activities.
2. Monitoring and Evaluation (M&E)
- Develop and refine M&E systems using LoCAL’s Theory of Change (ToC) and Results and Resources Framework (RRF).
- Monitor programme performance, gather and analyze data, and provide actionable feedback.
- Oversee data integration into the UNCDF’s corporate Management Information System (MIS), including the Quantum platform.
- Coordinate evaluations, ensuring quality control in alignment with UNCDF Evaluation Policy and UNEG standards.
3. Knowledge Management
- Organize capacity-building sessions and knowledge exchange forums.
- Contribute to technical publications, background papers, and best practice documentation.
- Support implementation of LoCAL’s communication and visibility strategy.
- Promote lessons learned and impact findings through appropriate dissemination channels.
4. Quantum ERP System Management
- Use the Quantum platform to manage programme indicators and reporting.
- Maintain databases, track KPIs, and ensure data accuracy across country programmes.
- Support annual reporting and results-based management using UNCDF tools.
Qualifications and Experience
Education:
- Master’s degree in International Relations, Environmental Studies, Climate Change, Business Administration, Economics, or related field; OR
- Bachelor’s degree with at least 4 years of relevant experience.
Experience:
- Minimum 2 years (with Master’s) or 4 years (with Bachelor’s) in climate change adaptation, environmental management, or related areas.
- Experience with M&E systems and results-based management in development programmes is required.
- Familiarity with local climate action, community-based adaptation, and ISO standards for climate resilience is highly desirable.
- Prior engagement with LDCs, particularly in the Asia-Pacific region, is a strong asset.
- Experience working with the UN or development agencies and using platforms like Quantum is advantageous.
Language:
- Fluency in written and spoken English is required.
