Call for Proposals – Gender & Housing Microfinance Study in India & Nepal

Habitat for Humanity’s Terwilliger Centre for Innovation in Shelter (TCIS) is seeking a qualified consulting firm or individual expert to assess the gendered impacts of housing microfinance products across three partner institutions in India and Nepal.
Over the last two years, TCIS provided technical advisory support to three microfinance institutions (MFIs) in the region to co-develop housing microfinance products tailored to low-income populations—particularly women. Over 1,200 loans have been disbursed to women borrowers under this initiative, alongside efforts to deliver construction education and support services.
This consultancy will evaluate the outcomes and gender dynamics of these financial products, focusing on how they influence women’s agency, household decision-making, safety, and well-being.
Objectives of the Study
The assessment aims to:
- Evaluate the gendered impact of housing microfinance loans.
- Understand accessibility, usability, and outcomes across gender lines.
- Explore how housing finance affects women’s roles, safety, and household decision-making.
- Provide actionable insights to improve gender-responsive financial product design and delivery.
Scope of Work
The selected consultant/firm will:
- Design a gender-sensitive research framework, using both qualitative and quantitative tools.
- Conduct fieldwork in coordination with partner MFIs, including:
- Interviews and surveys with male and female borrowers.
- Focus group discussions (FGDs), in-depth interviews (IDIs).
- Stakeholder interviews at the branch, zonal, and management levels.
- Analyze findings across gender, product, geography, borrower status, and income segment.
- Submit detailed case studies, infographics, and deliver a comprehensive final report and PowerPoint presentation.
Timeline & Deliverables
- Duration: 10 weeks (starting upon contract signing).
- Deadline for final report: 31 October 2025.

- Week 1: Inception Report
- Week 7: Draft Report
- Week 10: Final Report & Presentation
Payment Schedule
- Inception report: 20%
- Draft report: 30%
- Final report: 50%
(Fee must be inclusive of all field travel and expenses.)
Eligibility Criteria
Consulting firms or individual consultants must demonstrate:
- Proven expertise in microfinance, housing finance, and gender research.
- Strong understanding of South Asia’s financial and housing landscape, especially India and Nepal.
- Capacity for mixed-methods research.
- Field experience in diverse socio-economic settings.
- Ability to staff field teams with at least 50% women.
- A gender expert (preferably female) on the core team.
Proposal Requirements

- Understanding of the assignment.
- Organization profile & relevant experience (last 5 years).
- Detailed methodology & sampling plan.
- Activity timeline.
- Budget breakdown (Excel format).
- Profiles of key team members.
- Data collection and analysis strategy.
