ActionAid Bangladesh (AAB) Seeks Officer – MEAL and CFRM for WFP-Funded Project in Cox’s Bazar

ActionAid Bangladesh (AAB) is currently seeking qualified candidates for the position of Officer – MEAL and CFRM (Monitoring, Evaluation, Accountability, and Learning & Complaint and Feedback Response Mechanism). This role is part of a WFP-funded project and will be based in Cox’s Bazar, an area where AAB is deeply engaged in delivering humanitarian assistance and accountability-focused programming, particularly in the context of the Rohingya response.

This position offers a unique opportunity to contribute to high-impact humanitarian work by ensuring robust monitoring, evaluation, and accountability systems are implemented and maintained. The selected candidate will work under a fixed-term contract until 31 January 2026, with a monthly gross salary of BDT 79,561, and additional benefits including mobile and internet allowance, medical coverage, and group life insurance.

Position Overview

The Officer – MEAL and CFRM will play a critical role in supporting the implementation of an effective MEAL framework and accountability mechanism. The primary focus of this role is to ensure that quality data is collected, analyzed, and reported in a timely manner and that community feedback mechanisms are accessible and functional throughout the life cycle of the project.

This position is essential in facilitating a two-way communication system between the project and its stakeholders, ensuring that feedback and learning contribute to program improvement and transparency.

Key Responsibilities

Functional Responsibilities (20%)

  • Ensure timely and high-quality submission of CFRM reports and support effective two-way communication on project implementation.
  • Develop and implement monitoring tools aligned with the project’s logical framework.
  • Create and maintain an Indicator Performance Tracking Table (IPTT) to track disaggregated data.
  • Support the development of an M&E framework in alignment with donor and sectoral guidelines.
  • Design digital survey tools and manage data collection for the project.
  • Update Management Information Systems (MIS) with accurate and quality-assured data.

Technical Responsibilities (40%)

  • Develop customized data collection and reporting tools for the MEAL system.
  • Conduct regular field visits to assess the accuracy and reliability of data and tool usage.
  • Share MEAL findings with internal teams, stakeholders, and partners to inform decision-making.
  • Ensure data quality and compliance with AAB and donor standards.
  • Implement On-site Distribution Monitoring (ODM), Post-Distribution Monitoring (PDM), outcome assessments, and satisfaction surveys.
  • Lead community consultations and ad hoc surveys; follow up on hotline feedback mechanisms.
  • Support participatory reviews with partners and analyze findings to generate actionable insights.

Accountability and CFRM (20%)

  • Support the implementation of a comprehensive accountability mechanism for the Rohingya response.
  • Provide technical guidance on CFRM systems, including handling feedback and complaints effectively.
  • Develop and update monitoring tools for CFRM according to organizational guidelines.
  • Orient staff, stakeholders, and project participants on the use of accountability tools.
  • Conduct regular visits to ensure accessibility and usage of accountability systems within the camps.
  • Compile community feedback, analyze it, and report findings to MEAL and senior management.

Documentation and Reporting (20%)

  • Update MEAL and accountability data management systems regularly.
  • Conduct weekly process monitoring and share detailed reports with the MEAL Coordinator and Project Manager.
  • Prepare monthly, quarterly, and final project reports for internal and donor audiences.
  • Develop infographics and visual representations of CFRM data to support decision-making.
  • Collect and document success stories, challenges, lessons learned, and best practices.
  • Integrate field data, complaints, hotline responses, and participant feedback into comprehensive accountability reports.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Statistics, Economics, Social Sciences, Mass Communication and Journalism, or other relevant fields from a recognized institution.

Experience

  • Minimum 2 years’ experience in NGO/INGO settings, particularly in the Rohingya response.
  • Experience in community engagement, complaint and feedback mechanisms, and MEAL systems.
  • Familiarity with Communication with Communities (CwC) activities is an asset.
