AU-IBAR Consultancy Opportunity – Project Procurement Specialist

TERMS OF REFERENCE

CONSULTANCY SERVICES – PROJECT PROCUREMENT SPECIALIST

1. Background

The African Union Inter-African Bureau for Animal Resources (AU-IBAR) operates under the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) of the African Union Commission (AUC). Its mission is to enhance the utilization of livestock, fisheries, and wildlife resources for the socio-economic development and well-being of African Union Member States (AU-MS) and Regional Economic Communities (RECs).

In pursuit of its mandate, AU-IBAR manages multiple projects requiring significant procurement activities, including the acquisition of goods, services, consultancies, and works. The bureau also collaborates with external partners through funding agreements, grants, and sub-delegation mechanisms.

With support from the Swedish International Development Cooperation Agency (SIDA), AU-IBAR is implementing the project “Conserving Aquatic Biodiversity in African Blue Economy”, which has received a no-cost extension to complete remaining activities. This necessitates the recruitment of a qualified Project Procurement Specialist (PS) to ensure smooth and compliant procurement processes.

2. Objective of the Assignment

The main objective of the consultancy is to provide both technical and operational procurement services to support the effective delivery of project outputs. The consultant will contribute to the successful implementation of the SIDA-supported project and broader AU-IBAR objectives.

3. Scope of Work

The Project Procurement Specialist will be responsible for the following:

  • Prepare, update, implement, and monitor the Project Procurement Plan in collaboration with relevant departments.
  • Execute procurement processes for goods and services according to AUC guidelines and project-specific agreements.
  • Review and refine technical specifications and Terms of Reference to ensure compliance and accuracy.
  • Develop all necessary procurement documentation, including Requests for Quotation, Expressions of Interest, Bidding Documents, Tender Evaluation Reports, and contracts.
  • Participate in proposal evaluations and other procurement-related tasks, following AUC procurement procedures.
  • Draft and finalize all contractual correspondence.
  • Conduct regular market assessments to track price trends and procurement options.
  • Develop systems to monitor procurement data, update records, and maintain organized filing in line with AU policy.
  • Provide expert advice on procurement matters to the project team and ensure adherence to internal control mechanisms.
  • Follow up on the delivery of goods and services and coordinate the timely processing of supplier invoices.
  • Prepare reports and meeting minutes for the Procurement Committee.
  • Undertake any additional procurement duties as directed by the AU-IBAR Director.

4. Qualifications and Experience

The ideal candidate should possess:

  • A Master’s degree in Procurement, Project Management, Supply Chain Management, Finance, Business Administration, Law, or related fields, including relevant procurement training or equivalent professional experience.
  • Sound knowledge of procurement methods aligned with UNCITRAL or public procurement standards. Familiarity with AUC procurement procedures is a distinct advantage.
  • A minimum of five (5) years’ experience in procurement, logistics, or service delivery.
  • A demonstrated understanding of procurement principles, including those applicable to AU institutions and RECs.
  • Excellent command of at least one AU working language (English, French, Arabic, Portuguese); proficiency in two languages is preferred.
  • Strong interpersonal skills and ability to work in a multicultural environment.
  • High proficiency in Microsoft Office tools (Word, Excel, PowerPoint) and internet navigation.
  • Strong analytical and report-writing skills.

6. Duration and Duty Station

The consultancy is for an initial period of three (3) months, renewable subject to satisfactory performance and availability of funds. The position is based at the AU-IBAR offices in Nairobi, Kenya.

7. Remuneration

The remuneration is aligned with GSA5 Step 10 (USD 2,360.58 monthly, local rate). Mission expenses will be reimbursed as per AU Commission financial policies. Payment will be processed upon submission and approval of monthly progress reports.

8. Supervision

The Project Procurement Specialist will report functionally and administratively to the Procurement Office and be under the overall supervision of the Director of AU-IBAR.
