Fòs Feminista is a transnational feminist alliance rooted in the Global South, working with over 140 organizations across more than 40 countries to advance sexual and reproductive health, rights, and justice. The alliance focuses on centering women, girls, and gender-diverse people in global advocacy, health care provision, and legal reforms. The Consultancy Role

Fòs Feminista seeks a Senior-Level Evaluation Consultant to conduct a midterm evaluation of its Sexual and Reproductive Health (SRH) Program, which is implemented in partnership with Rios and WEC. This six-year initiative supports local organizations in eight countries to promote the decriminalization of abortion and increase access to safe, legal, and quality abortion care, especially through feminist self-managed approaches.

The midterm evaluation will provide evidence-based insights for adaptive program management, learning, and accountability among all stakeholders, with an emphasis on sharing power and promoting local leadership.

Scope of Work

The consultant will develop and deliver a comprehensive evaluation to:

  • Assess the effectiveness of the program and the impact of the joint program management.
  • Identify best practices, challenges, and innovations across diverse national contexts.
  • Provide actionable recommendations for enhancing program implementation.

Key deliverables include:

  1. Inception Report: Detailed methodology and work plan.
  2. Intermediate Evaluation Report: Including preliminary findings.
  3. Final Evaluation Report: Professionally proofread and reflecting stakeholder feedback.
  4. Presentation: Summary of key findings and strategic recommendations.

The evaluation will support organizational learning across the SRH alliance and contribute to knowledge-sharing within the broader ecosystem of feminist advocacy and health systems transformation.

Methodology

The evaluation must apply a mixed-methods approach aligned with feminist, intersectional, and utilization-focused principles. Methods should include:

  • Qualitative and quantitative tools
  • Comparative case studies across at least 30 local partner organizations
  • Participatory, stakeholder-led approaches that prioritize learning, trust-building, and mutual accountability
  • Techniques that incorporate multiple ways of knowing, and avoid extractive, top-down models

The evaluation must ensure confidentiality, informed consent, and safety for participants, particularly when dealing with sensitive issues like abortion.

Desired Profile of the Consultant

Required Expertise:

  • Demonstrated experience conducting intersectional feminist evaluations using participatory and decolonial methods
  • Proven ability to evaluate programs related to sexual and reproductive health, rights, and justice
  • Track record of delivering strategic, evidence-based recommendations and facilitating stakeholder learning

Academic & Technical Qualifications:

  • Advanced degree (Master’s or PhD) in public health, social sciences, gender studies, or a relevant field
  • Published evaluation reports and/or academic articles
  • Strong writing and communication skills in English and Spanish (Portuguese desirable)
  • Competency in remote collaboration and cross-cultural facilitation
  • Familiarity with regional dynamics in Latin America and the Caribbean is strongly preferred

Consultancy Terms

  • Duration: August 1 – November 30, 2025
  • Location: Remote (must be able to accommodate multiple time zones)
  • Daily Rate: USD $200–$300, based on experience
  • Reporting: Consultant will report to the Associate Director, Program Implementation Unit
