The NCD Alliance (NCDA) is seeking a dynamic and committed Policy and Advocacy Officer based in Geneva, Switzerland, to support its global policy and advocacy work during a critical period leading up to the Fourth UN High-Level Meeting (HLM4) on Noncommunicable Diseases (NCDs) in September 2025.
This short-term position is an excellent opportunity for a skilled policy professional to gain international experience within a respected civil society organisation, contribute to strategic advocacy efforts, and engage with multilateral institutions, governments, and a global network of stakeholders.
About the NCD Alliance
Established in 2009 and headquartered in Geneva, the NCD Alliance is a leading non-governmental organisation dedicated to combatting preventable suffering, disability, and death caused by NCDs. NCDA represents a network of over 500 members across more than 90 countries. Its work spans global health and sustainable development, focusing on conditions such as cardiovascular diseases, cancer, chronic respiratory diseases, diabetes, mental health, and neurological disorders.
NCDA collaborates closely with the World Health Organization (WHO), United Nations agencies, governments, and civil society groups to ensure NCDs remain high on the global health agenda. It promotes policy influence, knowledge sharing, accountability, and capacity development, while supporting over 70 national and regional NCD alliances worldwide.
Key Responsibilities
The Policy and Advocacy Officer will work as part of the Policy, Advocacy and Accountability team to:
- Advance Advocacy Efforts Ahead of the UN HLM4
- Track global negotiations and stakeholder positions.
- Develop and update NCDA’s policy briefs and position papers.
- Collaborate with the Communications team on messaging, especially on gender-related advocacy tied to the Global Week for Action on NCDs.
- Support member engagement to refine advocacy priorities.
- Monitor industry interference and maintain the NCDA myth-buster tool.
- Identify opportunities for post-HLM4 global advocacy, including FCTC COP11.
- Engage in UN-Wide Processes
- Track developments in key forums such as the Financing for Development Summit, G20, and the World Summit for Social Development.
- Provide analysis and strategic input on outcomes and advocacy opportunities.
- Policy Development and NCD Accountability
- Contribute to accountability frameworks and follow-up mechanisms post-HLM4.
- Engage with WHO’s next iteration of the Global NCD Monitoring Framework.
- Explore integration of NCDs into broader accountability processes, including SDG 3.8 and PHC systems.
- Support In-Country Policy Monitoring
- Work with the Capacity Development team to monitor and report on national policy implementation.
- Highlight champions and success stories across policy areas such as fiscal measures, UHC benefit packages, access to health products, and more.
- Support Communication, Event Planning, and WHO Engagement
- Draft materials including reports, policy briefs, op-eds, blogs, and presentations.
- Assist in the organisation of events and webinars, including coordination with partners and speakers.
- Prepare NCDA’s inputs to WHO meetings and consultations, including the Executive Board, World Health Assembly, and regional committees.
Candidate Profile
Essential Requirements:
- A university degree in public health, international relations, or a related field.
- At least 2 years of relevant professional or internship experience.
- Solid understanding of global health and development, especially multilateral institutions such as WHO.
- Strong analytical and writing skills in English.
- Proven ability to manage competing priorities under tight deadlines.
- Team-oriented with the capacity to work independently and collaboratively.
- Availability to travel internationally.
Desirable:
- Experience supporting advocacy campaigns in civil society or international NGOs.
- Familiarity with WHO or UN processes.
- Understanding of NCDs and related health financing issues.
- Multilingual communication skills.
Eligibility:
- For employment contracts, applicants must be Swiss or EU nationals, or already hold a valid Swiss work permit.
- For consultancy contracts, applicants must be registered as self-employed in their country of residence.
- Unfortunately, NCDA cannot support visa applications for this role.
