Advisor: Municipal Governance at SALGA (South African Local Government Association) – Apply Before 3 July 2025

About the Role

The South African Local Government Association (SALGA) is seeking a skilled and motivated individual to fill the position of Advisor: Municipal Governance, based in KwaZulu-Natal. Reporting to the Senior Advisor: Intergovernmental Relations and Strategic Relations, this role will support the development and implementation of informed, quality advice to municipalities and help operationalize SALGA’s hands-on support strategy.

Candidate Profile

The ideal candidate is a self-starter with strong emotional maturity and a passion for public service. Core competencies include:

  • Excellent planning and organizational skills
  • Strong business communication and report-writing ability
  • Analytical thinking and interpretation of complex reports
  • Sound understanding of South Africa’s local government landscape, including legislative and policy frameworks
  • Proven stakeholder engagement and influence skills
  • High levels of integrity, ethics, and professionalism

Minimum Qualifications and Experience

Applicants must meet the following criteria:

  • A Bachelor’s degree (NQF Level 7) in Local Government Law, Social Science, Public Administration, Public Policy, Development Studies, or Intergovernmental Relations
  • A minimum of three years’ relevant experience, with at least one year at a comparable level within a medium to large organisation
  • A valid driver’s license and willingness to travel frequently
  • Solid understanding of governance frameworks applicable to the local government sector

Key Responsibilities and Performance Focus Areas

1. Research and Benchmarking

  • Collect and categorize relevant data to support municipal governance projects
  • Conduct desktop research on local government challenges under the guidance of senior advisors
  • Contribute to municipal profiling and support knowledge-sharing initiatives
  • Assist in preparing content and logistics for peer learning sessions and internal presentations

2. Intergovernmental Representation and Advocacy

  • Attend sector-relevant policy conferences and forums
  • Represent SALGA and municipal interests in provincial and national forums
  • Contribute to policy position papers and working group reports
  • Develop an understanding of SALGA’s governance structures and key external stakeholders

3. Support, Advice, and Capacity Building

  • Coordinate training and peer learning sessions in line with SALGA’s governance strategy
  • Guide municipalities through the implementation of hands-on support initiatives
  • Assist in strengthening municipal capacity and improving programme implementation

4. Programme Monitoring, Evaluation, and Reporting

  • Ensure adherence to contract terms and milestone-based payments
  • Apply project management principles throughout the project cycle
  • Maintain accurate records and support data input into SALGA’s knowledge management system
  • Assist in preparing audit files and progress reports

5. Stakeholder Management

  • Build and nurture strategic relationships with relevant sector stakeholders
  • Ensure transparent and timely communication with partners
  • Assist in producing programme updates and stakeholder reports
  • Promote SALGA’s visibility and impact in the municipal governance space

6. Governance, Compliance, and Risk Management

  • Uphold SALGA’s governance principles and ensure compliance with internal policies
  • Support risk identification and mitigation strategies within the discipline of municipal governance

7. Teamwork and Organisational Culture

  • Align personal goals with SALGA’s values and strategic priorities
  • Contribute to building a high-performance culture
  • Collaborate across teams to address complex municipal challenges
  • Support resource mobilisation and organisational development initiatives
