Consultancy Opportunity with the Institute for Security Studies (ISS): Lead the Review of the Legitimate Stability Research Programme

The Institute for Security Studies (ISS), in collaboration with the Clingendael Institute, is inviting applications from qualified experts to serve as a consultant for the review of the Legitimate Stability Research Programme. This opportunity is aimed at individuals with a robust academic or professional background in peacebuilding, governance, or security studies—particularly those with experience in African contexts.
About the Opportunity
The Legitimate Stability Research Programme is an in-depth, multi-year initiative focused on understanding and promoting pathways toward stability and legitimacy in governance. With a strong emphasis on evidence-based analysis, the programme has generated significant research outputs aimed at informing national and international actors involved in peace, security, and development.
As part of its commitment to continuous learning and improvement, the ISS is conducting an independent review of the programme’s methodologies, findings, and impact. The consultant will play a vital role in evaluating how the programme has contributed to the broader policy discourse, as well as its relevance, effectiveness, and potential for future influence.
Who Should Apply
The ideal candidate is a seasoned expert with:
- Demonstrable experience in conducting programme evaluations or research reviews.
- A strong understanding of the African political and governance landscape, with a focus on peacebuilding, security sector reform, or institutional legitimacy.
- A solid track record of working with international development or policy research organizations.
- Proven ability to synthesize complex research into actionable recommendations.
Experience working in or with African institutions, regional bodies, or civil society organizations will be considered a significant advantage. Applicants should be able to critically assess both qualitative and quantitative research outputs, and provide clear, constructive feedback grounded in current academic and policy debates.
Scope of Work
The consultant will be responsible for reviewing the entirety of the Legitimate Stability Research Programme. This includes:
- Assessing the quality, coherence, and relevance of the research outputs.
- Evaluating the programme’s impact on policy and practice within the fields of peace, governance, and security.
- Identifying strengths, weaknesses, and opportunities for improvement.
- Producing a final review report with clear recommendations to guide future programming and dissemination.
The work will be conducted remotely, with close collaboration with the project teams at ISS and Clingendael. Engagements may include interviews with stakeholders, literature review, and analysis of internal documentation.
Application Process
Interested candidates are invited to submit:
- A detailed CV outlining relevant experience.
- A concise proposal (no more than 3 pages) explaining their approach to the review, including methodology, timeline, and budget expectations.
Submissions should be sent to: [email protected]
Deadline for applications: 14 July 2025
Only shortlisted applicants will be contacted. The selected consultant is expected to begin work shortly after the application deadline, with a final report to be delivered within an agreed timeframe. For more information, visit ISS official website.
