Consultancy Opportunity: Functional Review Expert Sought for UNV Communications Team (Home-Based)
Overview
The United Nations Volunteers (UNV) programme is seeking a qualified and experienced consultant for a short-term, home-based consultancy assignment focused on the functional review and change management of its Communications team. The aim of this assignment is to enhance structural efficiency and alignment with strategic objectives, supporting the UNVโs commitment to excellence in global volunteer engagement and outreach.

Assignment Objective
The selected consultant will carry out a functional analysis of the Communications team within UNVโs External Relations and Communications Section (ERCS). The team is currently undergoing restructuring to better reflect evolving needs, streamline communications activities, and optimize human resource capacity. This includes personnel working in decentralized locations such as regional offices and field units.
The consultant will be responsible for assessing the current structure and developing recommendations that enhance team functionality, define roles clearly, and align responsibilities with UNVโs overarching communication strategy.
Scope of Work
The consultant will undertake the following tasks over 25โ30 working days between 7 July and 31 August 2025:
- Structural Review
- Analyze the current organizational structure of the Communications team.
- Assess distribution of communications functions across headquarters and outposted locations.
- Evaluate team workflows, coordination mechanisms, and functional reporting lines.
- Job Description Assessment
- Review current job descriptions within the team.
- Identify overlaps, inconsistencies, and role gaps.
- Ensure clarity of responsibilities and alignment with UNV’s strategic communications goals.
- Job Description Development
- Draft new or revised job descriptions that reflect the proposed team structure.
- Align descriptions with UNDP/UNV HR policies, competency frameworks, and performance indicators.
- Ensure that all positions contribute meaningfully to the overall communications strategy.
- Strategic Alignment
- Ensure new structural and role recommendations align with UNVโs corporate strategy and communications plan.
- Provide change management insights to support smooth transition to the new structure.
- Recommendations and Reporting
- Deliver a final report with analysis findings, proposed job descriptions, and a detailed rationale for the new team design.
- Offer practical recommendations for phased implementation and team onboarding into new roles.
Deliverables
- Inception report summarizing understanding of current structure and initial methodology (by mid-July 2025).
- Draft functional structure and job descriptions (by early August 2025).
- Final report, including finalized job descriptions and strategic recommendations (by 31 August 2025).

Required Qualifications
- Advanced university degree in Organizational Development, Human Resources, Public Administration, Communications, or related fields.
- Proven experience in organizational restructuring, job design, and functional reviews.
- Strong understanding of communications functions in international development settings.
- Demonstrated ability to apply HR best practices within UN or similar institutional frameworks.
- Excellent analytical, writing, and facilitation skills.
