This consultancy supports the Green Growth Knowledge Partnership (GGKP), a joint initiative hosted by UNEP and the Global Green Growth Institute (GGGI), with steering support from major global institutions including the World Bank, OECD, and UNIDO. GGKP serves as a hub for policy, knowledge, and innovation in green growth, focused on supporting the transition to more sustainable, inclusive economies.
Consultancy Purpose
The consultant will provide specialized technical support and gender expertise for two flagship Global Environment Facility (GEF) initiatives:
- ISLANDS: “Implementing Sustainable Low and Non-Chemical Development in Small Island Developing States”
- FARM: “GEF Financing Agrochemical Reduction and Management”
These programmes aim to reduce chemical pollution and enhance environmental health in Small Island Developing States (SIDS) and global agricultural systems. A key part of this work is the effective implementation and ongoing refinement of Gender Action Plans (GAPs) to ensure that interventions are inclusive and gender-responsive.
Key Responsibilities
The consultant will be responsible for delivering gender-related technical support and building capacity across child projects in both the ISLANDS and FARM programmes. Specific tasks include:
- Updating and refining Gender Action Plans (e.g., incorporating new data from the ISLANDS Atlantic Child Project)
- Supporting the recruitment and engagement of gender officers in child projects
- Mainstreaming gender into core outputs including reports, outreach materials, stakeholder consultations, and staff recruitments
- Advising and mentoring project teams on the implementation of gender-responsive strategies
- Facilitating knowledge sharing via thematic groups, webinars, and communities of practice
- Delivering training sessions on gender integration tailored to regional and sectoral contexts
- Monitoring and reporting on GAP implementation progress and outcomes, including quarterly updates
Qualifications and Competencies
Education:
- Postgraduate degree in Environmental Sciences, Social Sciences, Gender Studies, or a related field.
- Specialization in gender and project cycle management is preferred.
Experience:
- Minimum 7 years of professional experience in gender mainstreaming within environmental or development projects.
- Proven expertise in at least two of the following areas:
- Analysis of sex-disaggregated data
- Design and execution of gender-responsive environmental programming (preferably GEF-funded)
- Application of GEF gender policy frameworks
- Building partnerships for gender equity in international programmes
- Designing tools for gender-sensitive monitoring and evaluation
Skills:
- Strong analytical and research skills
- Excellent written communication and reporting abilities
- Demonstrated ability to work independently with multicultural teams
- Familiarity with gender safeguards and GEF/UNEP policies is a distinct advantage
Languages:
- Proficiency in English is required
- Working knowledge of French is an asset

- Updated and regionally tailored Gender Action Plans
- Technical inputs to gender sections of programme outputs
- Gender-inclusive stakeholder engagement frameworks
- Quarterly monitoring reports assessing progress and impact
- Facilitation of at least two gender webinars or workshops
Work Location and Modality
This is a remote consultancy position. The consultant will collaborate virtually with UNEP headquarters in Geneva, partner organizations, and national teams implementing the ISLANDS and FARM child projects.
