Fairtrade Africa Seeks Expert Consultants for Project Evaluations Across Africa – 8 Roles Available

Fairtrade Africa (FTA) invites experienced consultants and firms to submit proposals for a series of end-term evaluations across key programs in Africa. These consultancies are critical for assessing impact, promoting learning, and informing future programming that supports smallholder farmers and workers under Fairtrade standards.
Fairtrade Africa represents Fairtrade-certified producers across 28 countries and ensures their voices are heard in regional and global trade. The upcoming evaluations will cover areas such as child rights, labour conditions, sustainable agriculture, and climate resilience.
Open Terms of Reference (TORs)
1. Ghana: Kuapa Kokoo Child Labour Monitoring and Remediation System (KKCLMRS)
Project Overview:
Aims to monitor and remediate child labour in the cocoa supply chain using a community-based model.
Objectives of the Evaluation:
- Assess the implementation and effectiveness of the monitoring system
- Measure impact on child protection and household awareness
- Recommend improvements for scaling and sustainability
Required Expertise:
- Child labour and protection in rural/agricultural settings
- Familiarity with Ghana’s cocoa sector
- Monitoring and evaluation (M&E) experience, especially participatory methods
- CLMRS framework experience is an advantage
2. Ghana: Children in Rural Cocoa Communities Are Learning and Empowered (CIRCLE) Project
Focus:
Supporting access to education, child protection, and rights in cocoa-producing areas.
Evaluation Goals:
- Measure outcomes in education access, child welfare, and community structures
- Assess alignment with child rights frameworks
Profile of Consultant:
- Strong knowledge in education, child rights, and rural development
- Field experience with cocoa-growing communities
- Fluency in local languages is a plus
3. Ghana: Sankofa 2.0 Project
Theme:
Promoting climate-smart cocoa farming and agroforestry for sustainable livelihoods.
Evaluation Purpose:
- Assess effectiveness of integrated agroforestry practices
- Identify outcomes in household income and resilience
- Analyze sustainability and potential for scale-up
Requirements:
- Agroecology, environmental science, or sustainable agriculture expertise
- Familiarity with cocoa production systems in West Africa
- Prior work on climate adaptation in farming communities
4. Ethiopia: Workers’ Rights Project
Sector:
Improving labour conditions in horticulture through rights awareness and union support.
Objectives:
- Evaluate changes in working conditions and labour representation
- Assess program delivery and stakeholder engagement
Consultant Background:
- Labour rights or industrial relations expert
- Experience in workers’ organizations or union engagement
- Knowledge of Ethiopia’s floriculture or horticulture sector
5. Ethiopia: Sustainable Chain of Ethiopian Coffee Project
Focus:
Strengthening sustainable production and trade for Ethiopian coffee growers.
Evaluation Objectives:
- Examine adoption of sustainability practices
- Assess value chain improvements and market access
- Review capacity development for farmer cooperatives
Required Skills:
- Agricultural economics, value chains, or cooperative management
- Experience with sustainability certification systems
- Familiarity with Ethiopian coffee sector dynamics
6. Kenya: Kenya Roses Project
Scope:
Focusing on rights, health, safety, and gender equality in the floriculture sector.
Key Evaluation Questions:
- Have workplace conditions improved?
- Are gender and equality measures effective?
- Are workers better informed and represented?
Required Expertise:
- M&E experience in labour-intensive sectors
- Gender and social inclusion expertise
- Understanding of Kenya’s flower industry
7. Kenya: Sustainable Chain of Kenyan Coffee Project
Project Objectives:
Promoting sustainable production and equitable trade in Kenya’s coffee sector.
Evaluation Goals:
- Analyze producer benefits and environmental impacts
- Assess capacity building, training outcomes, and value addition
Profile:
- Strong background in agricultural development or supply chains
- Experience working with farmer groups and cooperatives
- Knowledge of Kenyan coffee sector preferred
8. South Africa: Wine Decent Work Project
Sector Focus:
Improving employment terms and worker rights in the wine industry.
Evaluation Goals:
- Measure effectiveness in improving wages, working conditions, and representation
- Assess outcomes related to worker voice and sustainability
Consultant Requirements:
- Labour law and rights expertise in South Africa
- Experience evaluating decent work programs
- Familiarity with the agricultural/wine sectors
General Requirements for All TORs
- A minimum of 7–10 years’ experience in program evaluation or research
- Proven ability to conduct both quantitative and qualitative data collection
- Demonstrated capacity to produce high-quality reports on tight timelines
- Prior experience in multi-stakeholder or multi-country projects is an asset
- Regional or national experience specific to the target country is required
- Fluency in English; local languages are an advantage depending on location
Eligibility
- Individual consultants, local or regional firms, and consultancy consortiums are eligible to apply
- Teams must have demonstrated experience in related thematic areas
- Ability to start by July 2025 or based on agreed timelines
- Local presence or ability to travel and work within target regions is necessary
