Join the International Rescue Committee (IRC) as a Subcontracting Compliance Officer (Salary Range £45,499 to £48,000)

The International Rescue Committee (IRC), a leading global humanitarian organization, is currently seeking a Subcontracting Compliance Officer to join its team in London, United Kingdom. This full-time, regular position offers a unique opportunity to work at the heart of global humanitarian operations and compliance frameworks. The successful candidate will support the organization’s mission to restore health, safety, education, economic well-being, and empowerment to individuals affected by conflict and disaster across more than 40 countries and 29 U.S. cities.

Position Summary

The Subcontracting Compliance Officer plays a pivotal role within the IRC’s Awards Management Unit (AMU). Reporting directly to the Deputy Director of Sub-awards and Partnerships Compliance, the officer will guide and support IRC’s subcontracts and partnership portfolio, serving as a central point of contact for sub-award and partnership agreement-related questions. The role focuses on ensuring compliance, streamlining subcontracting processes, and enhancing staff capacity to manage partnerships effectively.

This role is not open to expatriates and offers an annual salary range of £45,499 to £48,000, with equivalent local salary bands provided for international contexts such as Kenya (KES 384,369–452,199/month) and West Africa (XOF up to 2,682,819/month).

Key Responsibilities

1. Partnership Agreements and Subcontracts Development

  • Draft and maintain compliant sub-agreement templates that align with donor requirements (private and institutional).
  • Collaborate with legal and compliance departments (e.g., Office of General Counsel) to ensure accuracy and consistency.
  • Develop user-friendly templates in multiple languages, complete with guidance notes and relevant donor terms.

2. Review and Approval Processes

  • Manage sub-agreement and subcontract review workflows through IRC’s internal system (OTIS) in accordance with PEERS (Partnership Excellence for Equality and Results System).
  • Review escalated partnership packages, ensuring due diligence documentation and agreements meet IRC’s standards.
  • Provide timely feedback to teams to ensure completeness and compliance.

3. Capacity Building and Mentorship

  • Act as a compliance focal point, especially for agreements under USAID and FCDO funding streams.
  • Deliver mentorship and training sessions on partnership due diligence, compliance, and risk mitigation.
  • Develop and update internal training materials and resources, fostering continuous learning among IRC staff.

4. Systems Strengthening and Cross-Departmental Collaboration

  • Work collaboratively across departments (e.g., Finance, Ethics & Compliance, Donor Compliance Specialists) to develop solutions to subcontracting challenges.
  • Support the development and refinement of standard operating procedures (SOPs) and subcontracting manuals.
  • Contribute to internal knowledge-sharing initiatives such as communities of practice and compliance working groups.

5. Tools Development and Data Utilization

  • Assist in developing tools and frameworks to improve data-informed decision-making regarding partner compliance.
  • Support initiatives aimed at increasing efficiency and accountability in subcontracting procedures.

6. Stakeholder Engagement

  • Serve as the primary point of contact for staff inquiries about sub-awards and subcontracts.
  • Facilitate input from various departments to resolve compliance concerns and ensure alignment with organizational standards.

7. Travel and Representation

  • Willingness to travel up to 20% of the time to support global field offices and facilitate training or audits.

Required Qualifications

  • Demonstrable experience working on contracts and subcontracts in the context of USAID or FCDO funded projects.
  • Solid understanding of donor policies, compliance requirements, and contracting mechanisms.
  • Proven ability to develop subcontracting tools and partnership agreements.
  • Exceptional attention to detail and written communication skills.
  • Ability to communicate complex compliance topics to diverse teams and audiences.
  • High proficiency in Microsoft Office Suite, especially Word, Excel, and PowerPoint.
  • Excellent command of English and French, both written and verbal.
  • Strong problem-solving capabilities and ability to prioritize tasks in a fast-paced environment.
