Amnesty International: Call for Consultancy – Regional Scoping on Climate Justice in South Asia (Ref: 4132)

Amnesty International is seeking a Regional Scoping Consultant to assess the climate justice landscape in South Asia. This consultancy is part of Amnesty’s global Climate Justice & Equality Programme, which is grounded in human rights, decolonial values, and intersectional justice. The consultant will provide strategic direction for Amnesty’s work in South Asia, focusing on the human rights impacts of climate change in the region.
Consultancy Overview
- Duration: 7th July – 31st August 2025
- Location: Remote

- Fee: Up to $6,000 USD, to be determined based on the consultant’s proposal
Scope of Work
The consultant will:
- Conduct a desk-based review: Examine climate justice literature, policy frameworks, and human rights impacts in Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka.
- Map key stakeholders: Identify actors in the regional climate justice ecosystem, including civil society organizations, human rights defenders, and community groups.
- Identify thematic entry points: Focus on issues such as climate displacement, Indigenous land rights, health and climate, gendered impacts, fossil fuel harms, corporate accountability, and youth movements.
- Organize and conduct virtual consultations: Engage with regional partners and civil society actors to gather insights.
- Develop a regional theory of change: Propose a framework that integrates climate justice, intersectionality, and human rights.
- Provide strategic recommendations: Offer guidance on advocacy priorities, potential partnerships, and risks to avoid duplication.
Essential Skills and Experience
- Minimum 7 years’ experience: In climate justice, environmental justice, or human rights in South Asia.
- Proven experience: Conducting regional scoping or strategic assessments.
- Strong understanding: Of intersectionality, decolonial frameworks, and rights-based approaches.
- Demonstrated ability: To engage with civil society, grassroots movements, and human rights defenders.
- Excellent research, analytical, and writing skills: Proficiency in English.
