Cities Alliance Job Opportunity: In-Country Coordinator – Uganda, Sudan, DRC, and South Sudan – Application Deadline: 10 June 2025

Cities Alliance is currently recruiting an experienced and motivated In-Country Coordinator to lead and support the implementation of its urban development and migration management activities across Uganda, Sudan, the Democratic Republic of the Congo (DRC), and potentially South Sudan. This position will be based in Kampala, Uganda, with a regional scope that includes oversight of strategic initiatives and partnerships aimed at strengthening local governance, urban planning, and sustainable solutions for displacement-affected communities.

The programme supports improved urban migration governance, particularly in secondary cities, through targeted investments and strategic planning. This includes the SUIDAC programme, with ongoing activities in Arua and Koboko (Uganda), Atbara (Sudan), and Kananga and Tshikapa (DRC), and potential expansion to other cities in the DRC and South Sudan.

Position Overview

Reporting to the SUIDAC Programme Coordinator and working in close collaboration with the Urban Specialist in Kampala, the In-Country Coordinator will manage the day-to-day implementation of regional activities, foster partnerships, and align initiatives with national and regional urban development agendas. This is a key role in advancing the organization’s mission of promoting effective and inclusive urban migration policies.

Key Responsibilities

  • Programme Coordination:
    Lead the delivery of Cities Alliance’s regional projects in line with local, national, and regional frameworks. Ensure alignment with the organisation’s strategic priorities and global objectives.
  • Stakeholder Engagement and Strategic Partnerships:
    Assess stakeholder needs to identify collaboration opportunities. Actively build and maintain partnerships with government entities, donors, the UN system (including UNOPS), and civil society actors. Promote Cities Alliance’s visibility through advocacy, communications, and participation in regional forums.
  • Supervision and Team Support:
    Support the supervision of Cities Alliance staff and consultants in the region. Promote a work culture based on inclusion, accountability, and knowledge sharing.
  • Knowledge Management and Innovation:
    Contribute to the design and implementation of innovative practices. Document and disseminate lessons learned and success stories from field activities to enhance the impact and scalability of interventions.
  • Monitoring and Reporting:
    Provide regular updates on project progress, challenges, and opportunities. Contribute to internal planning, strategic reviews, and reporting cycles.

Required Qualifications and Experience

  • Education:
    An advanced university degree (Master’s or equivalent) in a relevant field such as migration studies, urban development, urban planning, public policy, or administration is required.
    A Bachelor’s degree with an additional two years of relevant experience may be considered in lieu of a Master’s.
  • Professional Experience:
    A minimum of five (5) years of demonstrated expertise in migration and urban development, particularly in East Africa and/or the DRC.
  • Languages:
    Fluency in English is required. French proficiency is a strong asset due to the multilingual context of operations.

Contract Terms

  • Type of Contract: Individual Contractor Agreement (IICA 2 / ICS 10)
  • Duration: Ongoing, renewable based on performance, funding availability, and organizational needs.
  • Location: Based in Kampala, Uganda, with travel as required to programme cities.
