The International Association of Women Judges Kenya Chapter (IAWJ Kenya Chapter), in collaboration with Equality Now, invites applications for a Short-Term Consultant to develop a Judicial Training Manual focused on trafficking for sexual exploitation.
This consultancy is crucial to strengthening the judiciary’s capacity to handle cases of human trafficking with a rights-based, trauma-informed approach.
Background
In 2024, the IAWJ Kenya Chapter, supported by Equality Now, developed and launched a comprehensive Bench Book on Trafficking for Sexual Exploitation in Kenya. This Bench Book serves as a vital resource for Judicial Officers, including Judges and Magistrates, providing clear legal analyses, dispelling common misconceptions, and emphasizing the importance of human rights and survivor sensitivity in adjudicating trafficking cases.
Building on this foundational work, the IAWJ Kenya Chapter aims to broaden the Bench Book’s reach by creating an accessible, user-friendly Judicial Training Manual. This manual will guide trainers during capacity-building sessions with Judicial Officers across Kenya and members of the Court Users Committees in selected counties.
Equality Now seeks to engage an experienced consultant to design this training manual, ensuring it is practical, legally sound, and adaptable for various training formats.
Objective of the Assignment
The main objective is to develop a well-structured Judicial Training Manual derived from the Bench Book content on trafficking for sexual exploitation. The manual will be used to train Judicial Officers and other justice actors affiliated with the IAWJ Kenya Chapter. It must facilitate effective learning, promote consistent delivery of key concepts, and integrate current legal standards and best practices.
Scope of Work
Under the supervision of the Programme Officer – End Sex Exploitation and guided by a Technical Committee from IAWJ Kenya Chapter and Equality Now, the consultant will:
- Conduct a thorough review of the Bench Book and related legislation to identify essential themes, legal issues, and training priorities.
- Carry out a brief stakeholder needs assessment by consulting Judicial Officers, judicial training institutions, and relevant actors to shape the content and pedagogical approach.
- Present an Inception Report outlining the proposed methodology, content structure, and work plan for the manual’s development, securing feedback and approval from the Technical Committee.
- Develop a comprehensive Training Manual that:
- Aligns closely with the Bench Book and national/international legal frameworks on trafficking and gender-based violence, including technology-facilitated abuses.
- Contains clear modules, facilitator guidelines, case studies, relevant case law and jurisprudence, gender-sensitive checklists, survivor-centered courtroom practices, and interactive activities for enhanced engagement.
- Is adaptable for different training settings—self-study, in-person, and virtual facilitation.
- Submit a draft manual for review, incorporate technical committee feedback, and prepare for a validation workshop with external stakeholders.
- Facilitate the validation workshop to present the manual, collect additional input, and finalize revisions accordingly.
- Deliver the final manual, ready for design and layout, and collaborate with Equality Now’s Communications team during proofreading and formatting stages to address any technical issues.
Expected Deliverables
- Desk Review and Stakeholder Consultation Report: Summary of findings from the needs assessment and key recommendations for content development.
- Inception Report: Detailed methodology, annotated manual outline, and work plan.
- Draft Judicial Training Manual: Including training modules, facilitator guidance, and supporting resources.
- Validation Workshop Report: Documenting participant feedback and agreed amendments.
- Final Training Manual: Incorporating all feedback, ready for publication.
Timeframe
The consultancy will span approximately three months, commencing in June 2025. The finalized Training Manual is expected by 30 August 2025. A detailed timeline and work plan will be confirmed upon contract signing.
Qualifications and Experience
Essential:
- Proven expertise in developing training manuals or legal education materials for Judicial Officers, ideally within Kenya or internationally.
- In-depth knowledge of trafficking for sexual exploitation, gender-based violence, or sexual exploitation issues.
- Law degree or postgraduate qualifications in human rights, gender studies, or related fields are advantageous.
- Demonstrated ability to integrate human rights-based and survivor-centered perspectives in training resources.
- Strong research, writing, and facilitation skills.
Desirable:
- Experience collaborating with judicial stakeholders or institutions in Kenya or similar contexts.
- Familiarity with participatory and adult learning methodologies.
