Position Overview: Programme Officer – MEAL

IWRAW Asia Pacific is seeking a Programme Officer for Monitoring, Evaluation, Accountability, and Learning (MEAL). This role will contribute to the organization’s Institutional Resilience and Strengthening pillar, working closely with the Executive Director and the sustainability team. The officer will design and implement an internal MEAL system to monitor the impact of IWRAW’s programs, generate qualitative and quantitative data, and document stories of change.

The MEAL framework will support IWRAW AP’s external advocacy by creating accessible, adaptable tools for partners and donors with diverse capacities and contexts. It will also enhance internal learning by fostering collective analysis of program effectiveness and organizational impact.

Key Responsibilities

  • Develop and manage an effective MEAL system aligned with IWRAW AP’s strategic objectives
  • Collect and analyze both qualitative and quantitative data to assess program outcomes
  • Document impact stories to support advocacy and donor reporting
  • Create practical MEAL tools tailored to partners and donors in varied environments
  • Facilitate internal reflection and learning processes to strengthen organizational practices

Location and Working Conditions

While remote work is possible, candidates based in or willing to relocate to IWRAW Asia Pacific’s Kuala Lumpur office are preferred. For non-Malaysian candidates relocating, IWRAW AP will assist with expatriate work permits and relocation support.
