About UNDP and the Role

The United Nations Development Programme (UNDP) is a leading organization within the UN system committed to sustainable development and achieving the Sustainable Development Goals (SDGs). The Bureau for Policy and Programme Support (BPPS) supports policy development and implementation across multiple environmental and climate-related thematic areas, including climate change mitigation.

The Climate Hub within BPPS is central to UNDP’s “Climate Promise,” supporting countries in meeting their Paris Agreement commitments, particularly Nationally Determined Contributions (NDCs), by integrating climate actions into national planning.

Position Summary

The Regional Technical Specialist (RTS) for Climate Change Mitigation (CTM) will be based within the African region and report directly to the Principal Technical Advisor for Climate Change Mitigation, as well as the Environment Regional Team Leader in Addis Ababa, Ethiopia. The RTS will provide technical expertise, policy advice, and implementation support for climate change mitigation projects primarily across Sub-Saharan Africa.

This position requires active engagement with country offices, government agencies, donors, NGOs, and private sector partners to facilitate project development, resource mobilization, and policy coherence. The RTS will also collaborate with other UNDP hubs and teams to ensure integrated support and alignment with global and regional climate strategies.

Key Responsibilities

  • Provide expert technical support for the development and implementation of climate change mitigation initiatives, especially energy-related projects, across the African region.
  • Support the preparation and quality assurance of climate finance proposals, including Global Environment Facility (GEF) and Green Climate Fund (GCF) projects.
  • Facilitate policy development and advocacy with governments and stakeholders to strengthen climate mitigation strategies.
  • Lead technical supervision and quality assurance of ongoing projects, including risk management and performance monitoring.
  • Foster strategic partnerships and support resource mobilization efforts to enhance UNDP’s climate portfolio.
  • Promote knowledge management and capacity building through training, documentation, and lessons learned dissemination.
  • Participate in global and regional thematic networks and communities of practice to share innovations and best practices.

Required Qualifications and Experience

  • Advanced university degree (Master’s or equivalent) in Energy, Climate Change, Engineering, Finance, Development Studies, or related field.
  • Minimum 7 years (Master’s) or 9 years (Bachelor’s) of relevant professional experience in climate change mitigation, renewable energy, energy efficiency, or sustainable energy development in developing countries, with at least 5 years of policy advisory experience.
  • Proven track record in designing and implementing energy access and sustainable energy projects, preferably with experience in climate finance mechanisms.
  • Experience working in multiple Sub-Saharan African countries is essential.
  • Strong skills in project portfolio management, stakeholder engagement, and policy dialogue.
  • Fluency in English with excellent communication and presentation skills; working knowledge of French is required.
  • Ability to work independently, remotely, and travel within the region frequently.

Desired Skills

  • Experience with GEF and GCF-funded climate mitigation projects.
  • Knowledge of blended finance solutions and development finance institutions.
  • Prior work experience within international organizations, particularly UNDP, is a plus.
  • Experience leading multi-disciplinary teams.

Contract and Other Details

  • This is a full-time, one-year contract position under the International Personnel Service Agreement (IPSA).
  • The role is home-based within the African region but requires frequent travel to countries within the region.
  • Candidates must provide their own working equipment and reliable internet connectivity.
  • The selected candidate will undergo standard UNDP security and ethics checks.
