UNDP Egypt Seeks National Project Manager for Coral Reef Conservation Initiative – Apply Before 26 May 2025

The United Nations Development Programme (UNDP) is inviting applications for the position of National Project Manager in Cairo, Egypt. This role is integral to the Egyptian Red Sea Initiative (ERSI), a pioneering programme aimed at safeguarding coral reef ecosystems while fostering sustainable economic development in the region. The position is offered under a National Personnel Service Agreement (NPSA-9) for a one-year contract, with the possibility of extension.

About the Egyptian Red Sea Initiative (ERSI)

The ERSI is a strategic programme designed to address the multifaceted challenges facing coral reefs in the Egyptian Red Sea. Its objectives include:

  • Reducing Coral Reef Degradation: Implementing measures to mitigate factors contributing to coral reef deterioration.
  • Advancing Scientific Research: Enhancing understanding of coral reef resilience and identifying climate refugia.
  • Establishing Sustainable Financing: Creating mechanisms such as the Egyptian Fund for Coral Reefs (EFCR) to support reef-positive businesses.
  • Promoting Reef-Positive Business Models: Encouraging investments in ecotourism, sustainable fisheries, and waste management sectors.

The initiative aims to leverage at least USD 45 million in grants through the EFCR to support coral reef conservation efforts.

Role Overview

As the National Project Manager, you will oversee the implementation of ERSI activities within Egypt, ensuring alignment with the programme’s objectives and UNDP’s operational standards. Your responsibilities will encompass:

  • Project Management: Developing and revising work plans and budgets, ensuring timely submission for bi-annual reviews.
  • Stakeholder Coordination: Facilitating the establishment and functioning of the National Steering Committee and technical working groups.
  • Team Supervision: Managing national consultants and experts, ensuring quality and timely delivery of outputs.
  • Financial Oversight: Collaborating with the Finance Assistant to manage budgets and administrative requirements in compliance with UNDP and donor regulations.
  • Event Organization: Coordinating workshops and meetings with diverse stakeholders, including government bodies, NGOs, and the private sector.
  • Risk Management: Identifying and communicating implementation risks to relevant parties.
  • Monitoring and Reporting: Leading project monitoring and evaluation, preparing reports, and ensuring quality control of deliverables.
  • Project Closure: Developing and executing an exit strategy, managing the transfer of deliverables, and preparing final project review reports.

Qualifications & Experience

Education:

  • Advanced university degree (Master’s) in environment/natural resource management, biodiversity, economics, finance, or a related field.
  • Alternatively, a first-level university degree (Bachelor’s) with an additional two years of qualifying experience.

Experience:

  • Minimum of 2 years of relevant experience with a Master’s degree, or 4 years with a Bachelor’s degree, in political economy, project management, financial management, public and/or business administration.
  • Experience in coordinating and collaborating with international and national experts and institutions.
  • Proficiency in computer applications and web-based management systems.

Desirable Skills:

  • Experience in coral reef and related ecosystems.
  • Prior involvement in UNDP projects or similar international organizations.
  • Exposure to environmental issues or biodiversity finance.
  • Strong data analysis and reporting skills.
  • Proven interpersonal and networking abilities.
  • Excellent written and verbal communication skills.

Languages:

  • Fluency in both English and Arabic is required.

Certifications:

  • Project Management certification is an asset.
