Background

The AIDS Healthcare Foundation (AHF) is a global nonprofit organization committed to providing cutting-edge medicine and advocacy to over 2 million people in 47 countries. In line with its mission to provide “cutting-edge Medicine and Advocacy regardless of ability to pay,” AHF has established global programs across Africa, including South Africa, Uganda, Kenya, Ethiopia, Nigeria, Sierra Leone, Lesotho, Zimbabwe, Mozambique, Malawi, Tanzania, and Ghana. AHF collaborates with national governments and other strategic partners to deliver HIV prevention, care, and treatment services, as well as sexual and reproductive health (SRH) and tuberculosis (TB) services.

Objective

AHF seeks a consultant to support the establishment of its Ghana program, focusing on the expansion of HIV/AIDS, TB, and SRH services. The consultant will conduct assessments, develop program proposals, negotiate partnerships, and facilitate the startup of operations in Ghana.

Scope of Work

The consultant will undertake the following tasks:

  1. Needs Assessment:
    • Conduct a comprehensive desk review to gather information on the HIV/AIDS and TB situation in Ghana.
    • Identify regions and health facilities with heightened need for AHF programs in the short term (1–2 years), medium term (2–3 years), and long term (3–5 years).
  2. Health Facility Assessments:
    • Evaluate potential health facilities for the implementation of HIV/AIDS prevention, care, and treatment services; SRH services; and TB service delivery.
    • Assess the suitability of these facilities based on need, security, and capacity.
  3. Program Development:
    • Lead the development of a program concept proposal detailing AHF’s intended operations in Ghana.
    • Collaborate with the Africa Bureau team to refine the proposal and align it with AHF’s strategic objectives.
  4. Partnership Negotiations:
    • Engage with potential partners, including the Ministry of Health (MoH), non-governmental organizations (NGOs), and community-based organizations (CBOs).
    • Negotiate roles and responsibilities, ensuring clear agreements on collaboration and support.
  5. Memoranda of Understanding (MOUs):
    • Facilitate the development and signing of MOUs with key partners, including the MoH and other strategic stakeholders.
    • Ensure that MOUs outline the scope of collaboration, expectations, and deliverables.
  6. Workplan and Budget Development:
    • In collaboration with the Africa Bureau team, develop a detailed workplan and budget for the Ghana program.
    • Ensure that the workplan aligns with program objectives and timelines.
  7. Stakeholder Engagement:
    • Plan and organize high-level meetings with national and local-level MoH officials, strategic partners, and potential vendors.
    • Represent AHF in meetings and discussions with government and other stakeholders.
  8. Vendor Identification:
    • Identify and provide information on relevant vendors for medical consumables, medical equipment, pharmaceuticals, insurance services, furniture, and office equipment.
    • Ensure that vendors meet AHF’s standards and requirements.
  9. Communication and Reporting:
    • Maintain regular communication with the Africa Bureau and Global teams, adhering to reporting deadlines.
    • Submit monthly written reports detailing achievements, challenges, constraints, action items, and general status updates of the program.
  10. Additional Activities:
    • Perform other activities as requested or needed to support the startup of the AHF Ghana program.

Expected Deliverables

The consultant is expected to deliver the following:

  • Needs Assessment Report:
    A comprehensive report detailing the HIV/AIDS and TB situation in Ghana, including recommendations for regions and health facilities for program implementation.
  • Program Concept Proposal:
    A detailed proposal outlining AHF’s intended operations in Ghana, including objectives, strategies, and expected outcomes.
  • MOUs:
    Signed MOUs with key partners, including the MoH and other strategic stakeholders.
  • Health Facility Assessment Report:
    A report evaluating potential health facilities for program implementation, including suitability and capacity assessments.
  • Vendor Profiles:
    Profiles and recommendations of key vendors to provide goods, supplies, and services supporting the startup of operations in Ghana.
  • Workplan and Budget:
    A detailed workplan and budget for the Ghana program, aligning with program objectives and timelines.
  • Monthly Reports:
    Monthly written reports detailing achievements, challenges, constraints, action items, and general status updates of the program.

Required Expertise and Qualifications

The consultant should possess the following qualifications:

  • Educational Background:
    A Medical Degree or a Master’s in Public Health (MPH), Master of Arts (MA), or Master of Science (MS) degree.
  • Experience:
    • For candidates with a Medical Degree: A minimum of 7 years of relevant experience.
    • For candidates with an MPH, MA, or MS degree: A minimum of 5 years of relevant experience.
  • Sector Experience:
    Experience in the operations of the non-governmental organization (NGO) sector and collaborative partnerships with government entities.
  • Skills:
    • Strong analytical and assessment skills.
    • Excellent communication and negotiation abilities.
    • Proficiency in report writing and documentation.
    • Ability to work independently and as part of a team.

    • Detailed budget outlining costs associated with the consultancy.
  • Registration and Statutory Documents:
    • Proof of registration and other relevant statutory documents.

Additional Information

  • Duty Station:
    The consultant will be based in Accra, Ghana, with potential travel to other regions as required.
  • Reporting Line:
    The consultant will report to the Africa Bureau team and the Global teams at AHF.
  • Language Proficiency:
    Proficiency in English is required. Knowledge of local languages is an asset.
