UNICEF is seeking an experienced EdTech National Consultant to support the integration of digital technology in its ongoing education initiatives in Bangladesh. This consultancy will contribute to strategic and systemic improvements across secondary education, non-formal education (NFE), and skills development programming.
Background
Under the current Country Programme (2022–2026), UNICEF Bangladesh’s Education Section is working with government and non-government partners, including the private sector, to ensure that children aged 4 to 18 access and benefit from inclusive and quality education.
To strengthen the secondary education system, UNICEF has partnered with key stakeholders including the National Curriculum and Textbook Board (NCTB), Directorate of Secondary and Higher Education (DSHE), National Academy for Educational Management (NAEM), ICT Division, and the Bangladesh Bureau of Educational Information and Statistics (BANBEIS). The focus areas include curriculum development, teaching materials, assessments, and professional development frameworks for teachers.
In parallel, UNICEF is working with the Bureau of Non-Formal Education (BNFE) and NGOs to support out-of-school adolescents and youth through catch-up education, accelerated learning programs, skill-focused literacy, and lifelong learning initiatives. New partnerships are also being established with universities, employer federations, and the private sector to strengthen the ecosystem for youth skills and employability. Digital transformation underpins all of these initiatives.
To support this work, UNICEF is hiring an EdTech National Consultant for 120 working days between June and November 2025.
Purpose of the Assignment
The consultant will provide technical support in integrating digital education technologies across secondary and non-formal education, and skills and employability initiatives. The consultant will work under the supervision of the Education Manager (NO-D) at UNICEF Bangladesh.
Key Responsibilities
1. Secondary Education
- Digital Monitoring Systems (DMS): Assist DSHE and BANBEIS in upgrading the DMS and EMIS with features related to curriculum implementation, wellbeing monitoring, and mentoring.
- Gamified Learning: Support the deployment and technical enhancement of the mobile game Change Agent, which promotes adolescent sexual and reproductive health (ASRH) and internet safety.
- Teacher Professional Development: Collaborate with NAEM to design and implement an Integrated Training and Learning Management System (ITLMS) for online training, certification, reporting, and communication.
- GIGA School Mapping: Develop and implement a detailed plan for GIGA school mapping to enhance school connectivity, infrastructure deployment, and capacity building.
2. Non-Formal Education (NFE), Skills, and Employability
- Real-Time Monitoring (RTM): Strengthen BNFE’s RTM system to track the implementation of programs such as Let Us Learn (LUL), Educate the Most Disadvantaged Children (EMDC), Ability-Based Accelerated Learning (ABAL), and SKILFO.
- Learning Management System Aggregation: Design a conceptual framework for integrating LMS and job portals across government, NGOs, and the private sector to support learning and employment pathways for children and youth. This aligns with Generation Unlimited goals.
Qualifications and Experience
- Master’s degree in education, social sciences, statistics, development studies, or a relevant technical field.
- Certification or training in EdTech, ICT in education, or digital pedagogy is an asset.
- At least 8 years of professional experience in developing digital education platforms, EdTech solutions, and/or education-focused monitoring and evaluation systems.
- Strong experience in technology-supported curriculum development, digital content creation, and online learning for diverse groups.
- Familiarity with user-centered design, digital pedagogy, and learning analytics is desirable.
- Experience working with or in UN agencies, or within developing country contexts, is considered a plus.
